In October 2020,the Fifth Plenary Session of the 19th Party Central Committee stated that the five new development concepts,including "coordination",should be firmly implemented to provide a fundamental guarantee for China to achieve high-quality development.In the same year,the 14th Five-Year Plan proposal included "data" as a factor of production for the first time and promoted the value of data.The development of data factors is increasingly influencing the high-quality development of the economy and society,integrating into various fields related to the life of residents.This will help to further safeguard people’s livelihoods,equalize public services,narrow the income gap between residents and address the imbalance between regional and urban-rural economic and social development.Therefore,taking data elements as an entry point to study their current level and spatial and temporal evolution in relation to coordinated development,and exploring the impact of data elements on China’s coordinated development on this basis,will be conducive to injecting high-quality development momentum into China’s coordinated development,and thus promoting coordinated development to advance to a higher level more efficiently,with higher quality and more rapidly.This paper first uses literature analysis to sort out the research dynamics of coordinated development and data elements around the themes of theoretical connotation,evaluation system construction and measurement,influencing factors and empirical methods,takes the unique concept of coordinated development in China as the entry point,redefines the statistical meaning of coordinated development in China,and on this basis constructs an indicator system of coordinated development and similarly constructs an indicator system of data elements.Secondly,the entropy value method was applied to measure the level of development of coordinated development and data elements in China,and the current situation and dynamic evolution of the two research objects were analysed.Subsequently,on the basis of the measured values,the spatial agglomeration effect of the two is portrayed using the Moran index,and the spatial spillover effect of data elements on coordinated development is analysed using the spatial Durbin model.Finally,a semi-parametric dynamic panel spatial lag model was constructed to further examine the direct non-linear effects of data elements on coordinated development.The empirical results and research conclusions are as follows: first,coordinated development and data factor development basically developed in tandem between 2011 and 2020,with the level of coordinated development slightly decreasing in 2020 and the differences between provincial areas within the region decreasing year by year;the level of data factor development increased year by year and grew at the fastest rate in 2020,with the differences within the region showing an increasing trend year by year;both of them reflect the Both reflect the distribution of "high in the east and low in the west" and "low growth rate at high level and high growth rate at low level",with obvious catching-up effect in the provinces.Secondly,both coordinated development and data factor development have spatial agglomeration effects,and both research subjects show positive spatial autocorrelation in space,with the more developed eastern provinces,such as Beijing,Shanghai,Jiangsu,Zhejiang and Shandong,playing a leading and radiating role,while the agglomeration type of Guangdong Province is always in the "polarization zone",showing an obvious Most of the central and western provinces are still in a state of low and low agglomeration effect.Thirdly,coordinated development has a positive spatial spillover effect,and its spatial and temporal lags all have a positive impact on itself;data elements have a significant positive spatial spillover effect on coordinated development;the impact of data elements on coordinated development also has a non-linear effect,showing an "oscillating" influence relationship,and when the level of data elements exceeds a certain threshold Fourth,the level of per capita output promotes regional coordination.Fourth,the level of output per capita promotes coordinated regional development,while foreign trade inhibits it.In conclusion,the industrial structure effect and technology effect caused by the rapid development of data elements has led to a rapid increase in the per capita input cost of the whole society,while the growth of data scale in the digital economy is accompanied by a decrease in data value density,making it more difficult to improve the input-output ratio of data elements,which in turn inhibits coordinated development.Therefore,the developed eastern provinces need to strengthen the positive radiation force through the circulation of data factors to prevent the siphon effect from persisting;the provincial regions should regulate the development of data factor markets,promote the digitisation of industries and release the long-term power of data factor to achieve coordinated development.
