Talent,the city prospers If talents prosper,the city will prosper;strong,the city is strong if talents are strong,the city will be strong.Talent is an important factor to promote in promoting local economic development,especially high-level talents,which is the core driving force to accelerate regional transformation and upgrading,and the key to maintaining competitive advantages.The 20thNational Congress of the Communist Party of China has proposed further implement the strategy of strengthening the country power with talents,adhere to respect for labor,knowledge,talents and creation,improve strategy layout of talents,speed up the construction of the worlds important talent centers and innovation highlands,strive to form comparative advantages of international competition among talents,gather outstanding talents from different areas to the career the party and the people.”Baoying Economic Development Zone is located in the central Huaihe area of Jiangsu Province,under the jurisdiction of Yangzhou.It was established in 1992and has gradually developed rapidly relying on the secondary industry since the 21st century.In 2017,it merged with neighboring Huangcheng Town and currently adopts a"district town integration"management model.Due to the short establishment of the district and the late start of talent policies,although certain results have been achieved in the early stage,there is still a significant gap compared to the surrounding areas.Although many major provincial and municipal projects have been attracted in recent years,the overall industrial foundation is weak,and the industrial agglomeration is not obvious enough,resulting in a small number of high-level talents and high difficulty in introducing them.Therefore,further research on how to introduce more high-level talents to help build the Baoying Economic Development Zone at this stage has certain practical significance.This paper takes the high-level talents in Baoying Economic Development Zone as the research object,and uses literature review,comparative research,case analysis,and questionnaire survey methods to conduct research on the problem.After analysis,it is understood that the Baoying Economic Development Zone has four major problems:difficulty in introducing high-level talents,uneven distribution and severe loss of talents,low matching between talents and industrial development,and low level of platform carrier supporting services.The reasons for these problems are the relatively backward economy and insufficient financial support,the lack of formal policies,the lack of strategic planning for talent supply and demand,and the low quality of comprehensive talent services.Subsequently,this article summarizes the countermeasures for the introduction of high-level talents in Baoying Economic Development Zone through the analysis of the experience and practices of introducing high-level talents in typical surrounding areas,including improving the mechanism for introducing high-level talents,improving the policy system for introducing high-level talents,promoting the integration of industry and talent development,and improving the comprehensive services of the platform.I hope that the countermeasures proposed in this study can enable talents in Baoying Economic Development Zone to match industrial development,in order to provide some reference for the introduction of high-level talents in the development zone.
