In the context of the continuous development of the global economy,the competition for high-level talents has become an important strategic factor in the economic development between countries and regions.Although China has become the largest country in science and technology human resources,it is still weak to attract high-level talents in the global context of increasingly fierce talent competition.The report of the 19 th National Congress of the Communist Party of China identified talents as "strategic resources",and there has already been a trend of "people grabbing war" among provinces and cities in China.Shandong Province,as the third largest economic province in the country in terms of GDP,has experienced varying degrees of decline in all cities except Qingdao and Jinan,which still maintain high-speed talent inflow in 2021.In this context,Laishan Economic Development Zone has made good achievements in the introduction of high-level talents in recent years.However,there are still some problems,such as the lack of regional characteristics in policies,the insufficient excavation of human resources,the imperfect high-level services and evaluation,and the lack of close integration between talents and industries.How to quickly attract high-level talents that meet the needs of industrial development,and how to design a set of implementation plans according to local conditions,And formulate corresponding safeguard measures,which has practical significance for further improving the work level of high-level talent introduction in Laishan economic development zone.This paper takes the introduction of high-level talents in Laishan Economic Development Zone as the main research content,accurately defines the concept of high-level talents,takes management theory as the theoretical support of the research,combines relevant policies and statistical data,combs out the current situation and existing problems of talent introduction in Laishan Economic Development Zone,and uses the methods of literature analysis and questionnaire survey,Analyze the main influencing factors of the current high-level talent introduction work,combined with the current industrial development direction and talent concept,reconsider the current talent introduction work mechanism of Laishan Economic Development Zone,fully build a multi angle and diversified way,formulate specific scheme design and implementation steps,and deeply from the establishment of talent resource pool,the establishment of "1+N" policy system,evaluation process,training process The incentive process and supporting service process design a practical and operational scheme,and put forward the measures to ensure the implementation of the scheme.The design and implementation of the scheme will inject new vitality into the introduction of high-level talents in Laishan Economic Development Zone,and provide some thinking and opinion support for the introduction of high-level talents in today’s continuous economic development.This will break the bottleneck of the introduction of high-level talents in Laishan Economic Development Zone,explore more effective introduction methods,innovate introduction strategies,closely link the talent introduction work with the development of enterprises,and promote the sustainable and high-quality economic development of Laishan economic development zone with innovation.
