General Secretary Xi Jinping pointed out: " Talent is the first resource and the most active and positive factor in innovation activities ".The year 2018 coincides with the 30 th anniversary of Hainan’s establishment of the provincial special economic zone,and in response to General Secretary Xi’s important directive to "attract talents all over the world," Hainan Province has formulated and implemented the "Million Talents Entering Hainan Action Plan" to attract talents and contribute to the construction of Hainan’s free trade port.The Yangpu Economic Development Zone,located in the northwest of Hainan Province,in order to build the first demonstration area of Hainan Free Trade Port.It is even more necessary to respond positively to Hainan’s talent policy,make use of local advantages to promote the establishment of a talent system and create a good talent environment to attract more talents,and adding impetus to the establishment of Hainan free trade port..The biggest advantage of the talent introduction policy over other regulatory policies is that it can achieve mutual benefit and win-win,and the probability of blocking in the execution process should be very low,however,the effect of the implementation of the talent introduction policy in Yangpu Economic Development Zone is not satisfactory.Based on this,the thesis selects Yangpu Economic Development Zone as a case of the implementation scenario,and studies the performance of the problem and the reason for the problem during the implementation of the policy,according to the idea of "core concepts and basic theories---policy analysis---status of policy implementation---quo-existing problems---cause analysis---optimization suggestions" to explore the implementation process of talent introduction policy in Yangpu Economic Development Zone.Using the methods of interview and questionnaire,applying the theory of human capital and public policy,combining the theoretical analysis with the empirical analysis,it is found there are problems in the process of talent introduction in Yangpu Economic Development Zone,such as the talent system is still to be perfected,the subject of talent policy implementation is stuck in the implementation dilemma,and the promotion of talent policy is not yet in place.By applying the model of Thomas Smith’s policy implementation process,the problems existing in the implementation process were further analyzed from four aspects: policy factor,executive subject factor,target group factor and environmentalfactor respectively.Finally,in order to ensure the efficient implementation of talent introduction policies,it is suggested to optimize the implementation of talent introduction policy in Yangpu Economic Development Zone from aspects such as formulating a more open talent introduction policy system,optimizing the policy implementation environment,increasing policy promotion,establishing a scientific and perfect talent introduction policy implementation evaluation system.
