In 2019,the Ministry of Education clearly instructed in the report on the development of national youth campus soccer and the report on the national youth campus soccer summer camp that the core of the next phase of campus soccer work is to "create an upgraded version of campus soccer,making the popularization more real,the system more comprehensive,the protection more real and the integration more adequate".Under the new development situation,cultivating a high-level school soccer teacher team is an important cornerstone for the long-term,stable and sustainable development of school soccer in the future.Since the launch of campus soccer teacher training in China in 2015,the development of campus soccer teacher training system has become more and more perfect,and the national level national special training for national youth campus soccer backbone teachers,high-level AFC/CAF soccer coaching level training courses and E level coaching training courses opened by provincial football associations are being carried out in an orderly manner,which has formed a certain scale in terms of quantity,and there is room for improvement in terms of quality.There is still room for improvement in quality.As the "entry-level" training for coaches of campus soccer,the quality of training for coaches of campus soccer at the grassroots level receives less attention than other training for coaches of campus soccer,but for the overall development of campus soccer,the quality of training for coaches of campus soccer at the grassroots level is fundamental to the sustainable development of campus soccer.A scientific and reasonable evaluation can effectively recognize the effectiveness and shortcomings of campus soccer coaches’ training,promote construction and improvement by evaluation,and promote the healthy development of campus soccer teachers’ training team.While the intensity of campus soccer teacher training at all levels is increasing year by year and the effectiveness of training is becoming more and more obvious,the systematic evaluation system of training quality is still a short board for the development of campus soccer.Based on this,this study takes the quality evaluation of campus soccer E-level coach training in Shandong Province as the research object,takes OBE concept and CIPP evaluation model as the theoretical basis,uses literature method,Delphi method,hierarchical analysis method and mathematical statistics to analyze and study the training activities of campus soccer E-level coach training in Shandong Province,and builds a training quality system that includes training design,training implementation and evaluation of results,starting from three stages of training: before,during and after,The training quality evaluation system,which includes training design,training implementation and evaluation of results,was constructed.The main results are as follows:(1)From the perspective of training design,the training design score of campus football coaches in Shandong Province is 75.1563 points,which is a good level,of which the scores of training analysis,preparation and safeguard measures are less than 80 points,which is a good level.Among the three-level evaluation indicators,6 indicators,including industry demand,index policy support and training objectives,reached an excellent level,indicating that the policy support and demand research and analysis of training achieved obvious results.The indicators such as the production of index courseware,safety plan and risk pre-assessment scored low,indicating that Shandong Province should strengthen the upgrade of training software when carrying out grassroots campus football coach training,so that it can better serve coaches.(2)From the perspective of training implementation,the score of campus football coach training implementation in Shandong Province is 76.8043 points,which belongs to a good level,of which the highest score of index education technology is 84.1667 points,which belongs to the excellent level,indicating that Shandong Province has a high level of teachers in the training of campus football coaches,and can meet the development needs of coaches in terms of teaching ability,adaptability and theoretical level.The scores of index course implementation,emotional attitude and cultural atmosphere were all less than 80 points,and the scores of classroom management,teaching methods and understanding of students in the third-level indicators were low,which lowered the scores of the three second-level indicators,reflecting that Shandong Province should fully understand the students in the training of campus football coaches,and apply rich teaching methods to carry out teaching and classroom management in teaching.(3)From the perspective of training results,the training results of campus football coaches in Shandong Province scored 80.6818 points,which is an excellent level,of which the index target achievement score is 82.7000 points,which is an excellent level;the satisfaction and comprehensive index scores are relatively low,79.8333 points and76.8333 points,respectively.Relatively speaking,the development of the three indicators is relatively balanced,and the most influential impact on coaches in terms of coaching ability,skill improvement and training cognitive changes,but at the same time,the feedback of coaches and the cultivation of coaches’ habits should be understood.
