National Youth Campus Football Characteristic School(hereinafter referred to as Characteristic School)is the basic unit and backbone power of realizing the role orientation and mission task of campus football.The quality and quantity of Characteristic School makes all the difference between success and failure.At present,the number of characteristic school has reached 20,000.And how to judge the quality and quantity is an urgent problem.School evaluation is an organic part of modern educational administration,an effective management and supervision mechanism.The main purpose of this study is to give full play to the management and supervision efficiency of evaluation and improve the quality of characteristic schools.Therefore,the construction of the Evaluation System of Campus Football Characteristic Schools in Beijing based on CIPP not only provides tooling support to Beijing Campus Football Association for Characteristic Schools,but also is a useful attempt to apply the theory of developmental education evaluation to solve the problem of school physical education practice.In the paper,the writer takes the school as the research patient,and constructs the Evaluation System of Campus Football Characteristic Schools in Beijing based on CIPP by the literature method,Delphi method,link relative ratio weighting method and so on.The rationality,scientificity and effectiveness of the Evaluation System of Campus Football Characteristic Schools in Beijing based on CIPP are also judged through empirical research.The specific research results and conclusions are as follows.1)The writer has constructed the Evaluation System of Campus Football Characteristic Schools in Beijing based on CIPP,which is guided by developmental education evaluation theory,CIPP model and index construction theory.The system conforms to the causal chain of the development strategy of the school with campus football characteristics.The three levels of theory are closely linked,so the evaluation of the campus football characteristics school is on theoretical basis and also supported by practice.2)The concept of developmental education evaluation is mainly embodied in the evaluation system which is from the four dimensions of “goal-basis-process-result”.The evaluation index takes into account the combination of forward-looking and basic,procedural and incremental,qualitative and quantitative.The evaluation process follows the principle of “equality,consultation,dialogue” and is carried out with the participation of administration,school authorities and teachers and students.The principal position of the school and the interests of teachers and students are respected,and the evaluation results also take into account the demands of multiple interests.3)The evaluation system consists of four first-level indicators,18 second-level indicators and 57 third-level indicators.Each weight of the four first-level indicators is 0.1584,0.2794,0.3797 and 0.1835,respectively.The evaluation criteria are based on the Regulations on School Sports and the Notice of the Ministry of Education Office on Organizing and Carrying out the Key Supervision on Accelerating the Development of Campus Football,and the Comprehensive Development of Beijing Campus Football Characteristic Schools.4),All in all,the development of campus football school is in the embryonic stage of running a school with characteristics on the whole,Several main shortcomings as follows: There are a few faults on different class of development goals which weaken its effect of cohesion and orientation;the resources of football teachers fields and construction of football curriculum are shortcomings of resource guarantee;The activity promotions are similar to each other,the proportion of football participant is limited,which are main weakness of organization and implementation;The teaching model of integration of curriculum and extra-curriculum are formed gradually,However,because of limited development time the development achievement is not obvious.At last the author suggest the successor to strengthen the theoretical innovation research and expand the range of school evaluation.
