Research On Intelligent Supervision System Of Food Safety In Guangxi Universities

The issue of campus food safety has always been a public governance issue of great concern to the public.With the increasing call for the creation of smart governments and smart cities,the construction process has also accelerated.In the field of food safety supervision in universities,the Guangxi government has gradually broken through the limitations of traditional regulatory models by planning and laying out a series of smart regulatory service platforms such as the "Bright Kitchen and Bright Stove" project,actively exploring the practical application of food safety intelligent regulatory models,and effectively promoting the application and exploration of public governance in the field of food safety supervision to achieve connotative development,And promote the government’s governance system and governance capabilities towards the goal of modernization development.In the specific practice of food safety intelligent supervision in universities in Guangxi,there are problems such as imbalanced and insufficient construction in various regions.The paper takes the specific practice of food safety intelligent supervision in three universities as the research object,and uses methods such as case analysis,questionnaire survey,and key interviews,combined with information asymmetry theory and collaborative governance theory,from the perspectives of regulatory subjects,regulatory means,regulatory content,and regulatory system,And based on the effectiveness of smart supervision,the smart supervision system for food safety in universities in Guangxi was analyzed and summarized.The current smart supervision system for food safety in universities in Guangxi has the following problems: firstly,the government lacks professional talents for smart supervision,lacks construction funds,and the public participation in the supervision path is limited and low;The lack of enthusiasm for the participation of food management entities in universities and the dilemma of regulatory entities;The second is the dilemma of weak means of constraint,which fails to effectively stimulate regulatory effectiveness;The third is the regulatory content dilemma of unreasonable system and platform layout and low utilization rate;The fourth is the lack of a smart regulatory guarantee mechanism and the dilemma of a regulatory system with incomplete relevant laws and regulations.Through in-depth analysis of the causes of the problems,it is proposed to improve the mechanism of subject participation and build a collaborative governance pattern;Establish a supporting assessment mechanism to stimulate the effectiveness of regulatory measures;Strengthen the top-level design of the platform and enrich the content of intelligent supervision;Implementing the main supervision responsibility,improving the intelligent supervision system and other specific countermeasures and suggestions,providing specific practical value for the enrichment and improvement of the long-term food safety supervision mechanism in Guangxi universities.
