Evaluation Research On Social Work Service Project Based On APC Evaluation Model

In recent years,under the background of the transfer of government functions,social work service organizations,as one of the forces providing professional services,have assumed the responsibility of resolving social conflicts and solving social problems.With the continuous expansion of the scale of social work services,the service quality requirements of the government,social work institutions and relevant parties for social work projects have been continuously improved,and more and more attention has been paid to the evaluation of social work projects to achieve the effect of "promoting construction with evaluation".In order to gain an in-depth understanding of the implementation of the project and test the actual effect of the project,it is necessary to carry out the evaluation of social work service projects.Carrying out service project evaluation can clarify the effect of project services,improve the quality of project services,improve the social credibility of social work projects and institutions,and provide reference for the development of follow-up projects,so as to promote the steady development of China’s social work profession and industry.On the basis of actual implementation of services,this paper takes the social work service project of "warm village" left-behind groups in Y town of Z County as an example,and takes the actual service content,relevant systems,and professional capabilities of the project as the examination content,and carries out the evaluation and research of the social work service project of the left-behind group.Based on the theoretical model of APC assessment,combined with the actual situation of the "Warm Heart Project" project,this paper constructs a specific assessment dimension through the two expert scoring methods,and carries out the exploration and practice of the evaluation of the "Warm Heart" left-behind group service project.This study first briefly introduces the basic situation of the "Warm Village" service project.Secondly,starting from the actual situation of the project,comprehensively considering the three dimensions of accountability,performance and organizational ability,using the expert scoring method,screening appropriate and effective evaluation indicators,and explaining the evaluation content,to build a complete and targeted project evaluation index system.Thirdly,based on the constructed evaluation indicators,this study obtains relevant information of the project through semi-structured interviews,questionnaires and data analysis,reviews the implementation of the "Warm Heart" project,and evaluates the service effectiveness,project sustainability and project organization ability of the project,so as to summarize the significance and shortcomings of the project.Finally,the results of the "Warm Hearted Village" project are summarized,suggestions for improvement are put forward to improve the service quality of the project,and the advantages and limitations of the service project design,implementation and evaluation and APC evaluation model application are reflected.The results show that the "Warm Village" left-behind group service project has achieved good service results,high service satisfaction,and can meet the daily needs of left-behind groups,but there are also problems such as lack of targeted training activities and lack of self-assessment mechanism.In the follow-up of the "Warm Heart" service project,professional service capabilities should be improved,and a self-assessment mechanism should be established and improved,so as to improve service quality.In the process of implementing social work project evaluation,it is found that the APC evaluation theory model can provide effective support for project evaluation and show unique advantages.However,in the process of implementing the evaluation of specific projects,there are also shortcomings such as a broad evaluation index system and a lack of specific evaluation operation methods.
