Private high school is an important indicator to measure the formation of good ecology in county education.At present,promoting the balanced development of county education is an important link to achieve the overall goal of China’s education modernization 2035,and also one of the important measures to strengthen the new pattern of national education governance.For a long time,the unstable and disorderly flow of teachers in private high schools in counties has been a key problem affecting the quality of education.If it cannot be effectively solved,it will ultimately affect the improvement of the overall quality of education in counties.Therefore,this study mainly takes the mobility behavior of teachers in private high schools in X County as the main clue,and expounds the daily working and living conditions of teachers in private high schools,which are different from public high schools,as well as why they have the willingness to move and how to make action choices.Therefore,this study combines the rational choice theory and social mobility theory,with the help of "process event analysis" to carry out the research of the problem.The paper mainly uses the participatory observation method,supplemented by the questionnaire survey method,combined with the in-depth interview method,and takes three private high schools in X County as the research area to explore the action logic of teacher flow in private high schools.In terms of the overall situation of teacher flow,it can be divided into disorderly flow type,post retention type and potential leave type;Female teachers flow more than male teachers in gender;In terms of characteristics,the turnover rate of young teachers is higher than that of middle-aged and elderly teachers,and the choice of leaving is more inclined to be admitted to the established schools.Based on in-depth investigation and analysis of the reasons for the flow of teachers,the main points are as follows: first,teachers have low sense of teaching gain,large daily workload,and unequal labor remuneration;Second,the focus of school management is biased,the interpersonal relationship is complex,and the importance of customers is higher than that of teachers;Third,the lack of humanistic care in schools,the COVID-19 and the more stable deep-rooted concept in the system caused the flow,which is mainly reflected in the differences in salary security and development opportunities.In order to promote the reasonable and orderly flow of private teachers,effectively improve the quality of running a private high school in the county,strengthen the endogenous development momentum,and achieve the balanced development of county teachers,this study focuses on the presentation and analysis of the reasons for the flow of teachers in private high schools in the county,and attempts to summarize the types of teacher flow from the perspective of phenomenon recognition.In the choice of reform actions,the state education department must build a management mechanism for teacher flow,And put it in the reasonable allocation of teacher resources.Put forward the view of orderly flow of teachers in combination with the choice of change behavior.In terms of phenomenon recognition,the flow of teachers in private high schools is generally similar to the flow of employees in enterprises,which are common,normal,complex and relatively controllable phenomena.In terms of the choice of reform action,the county education department must build a management mechanism for teacher mobility and flexibly apply it to the reasonable allocation of teacher resources;Private high schools should innovate management concepts,improve management ability and change what can be changed;In terms of teachers’ identity,we should strengthen personal identity and enhance personal internal sense of value and mission.In this way,only by constantly looking for positive factors and making changes,can we continuously promote the orderly flow of teachers in private high schools in the county and promote the healthy operation and balanced development of county education.
