| China had implemented a series of policies to push forward the reformation of pre-school education in rural areas since 2010,which had achieved good results.This research focuses on the implementation of the kindergarten enrollment education policies in the rural areas.On the basis of searching and selecting the changes of the policies,this study uses the analysis framework of the system elements in the new institutionalism theory to analyze the possible causes,and put forward some useful suggestions and measures for the further implementation of the policies in the rural kindergarten.First of all,this research chose N kindergarten as a case,with the method of interview,observation,physical collection and other methods to go deep into the scene to investigate the current situation of the education policy of N kindergarten.According to the material analysis,three problems are found in the implementation of the policies of N kindergarten,including symbolic implementation,selective development and passive participation.Secondly,according to the results of the investigation,with the help of the element analysis,the reason was analyzed,which will be analyzed in details in this research.The dilemma of the education policy in N kindergarten was closely related to its own system environment.There are some regulation factors,which are mainly reflected in the scattered responsibility system and disordered organization system.In addition,there were standard system factors,which were mainly shown that the requirements for the implementation of the education policy for entry into the school were in a weak position,and the contradictions between the main body and responsibility were intertwined and complicated.Besides,the cultural and recognitional factors are mainly shown as the lack of cultural support,including closed education environment,fixed social cognition and old-patterned way of thinking..Last but not least,according to the principles of the formation and change of the policies from perspective of New Institutionalism,in view of these systematic barriers,this study put forward some suggestions on how to promote the implementation of the policies,including building a perfect system of policy implementation,strengthening the interest motivation system of multiple parties to implement the policy as well as guiding standards of social value orientation. |
