To promote the reform of preschool education,the central government has issued a series of policies since 2010,as a result,rural preschool education has made great progress in the past decade.However,after many preschool reform policies and rural teacher policies were implemented for many years,the situation of teachers in some rural kindergartens has not been improved obviously,and there are still serious problems such as the number of teachers is insufficient and the quality is relatively low.Township central kindergarten is the most concentrated place of rural preschool education resources.If the educational resources of these kindergartens can not be guaranteed,the development of other rural public kindergartens will not be possible.In this study,a case study of the implementation of kindergarten teacher allocation policy in the county town center is selected.This study takes a county in southern Shaanxi as a sample county,and studies the implementation of the teacher allocation policy of the town central kindergarten since the preschool education reform by means of questionnaire,interview and text analysis.Guided by the theory of New Institutionalism,the implementation of the teacher allocation policy of the town central kindergarten since the reform is regarded as the establishment of a new institution,and discussed the problems in the implementation process.The main purpose of the study is to find out the reason why the policy effect is not as expected.This study summarizes the problems in the behavior of of the county's policy implementation,such as alternative implementation,selective implementation and symbolic implementation.And the emergence of these problems is related to the obstacles from the existing institutional environment in the process of institutionalization of the new policy,including the obstacles of two regulative institutions,two normative institutions and three culture-cognitive institutions.According to the principle of the formation and change of the institution in the new institutionalism,and in view of the institutional obstacles existing in the previous chapter,this study puts forward suggestions on how to promote the implementation of the policy,which are to improve the rationality of the reform policy,establish an effective incentive mechanism for interests,and correctly guide the social norms and values.
