| With the continuous promotion of the strategy of "mass entrepreneurship and innovation",different regions and departments in China have successively issued a large number of employment incentive policies and policies to promote employment through innovation and entrepreneurship,trying to rely on the direct quantitative investment of policies to lead innovation and entrepreneurship and promote the improvement of employment performance.Scholars at home and abroad do not pay enough attention to employment oriented social performance and political performance in the research on innovation and entrepreneurship policies.At the same time,the policy of innovation and entrepreneurship driving employment has obvious regional heterogeneity.Therefore,further investigating the synergy level of regional innovation and entrepreneurship driving employment policy has strong practical significance for promoting the coordinated development of regional science,technology,economy and society.As Hubei is a province with large science and education resources in China,with dense distribution of colleges and universities,a large number of scientific and technological achievements,an increasingly strong atmosphere of innovation and entrepreneurship,and has been more proactive in the introduction and promotion of relevant policies.Not only is it representative in research samples,but after the baptism of COVID-19 in 2020,it is urgent to further explore how to effectively and effectively promote employment through innovation and entrepreneurship.In order to investigate the policy coordination level of innovation and entrepreneurship driving employment in Hubei Province,analyze the shortcomings of existing policies and put forward targeted suggestions,this paper collects and sorts out the existing relevant policies through the search of government official websites and professional websites of policies and regulations,and forms the policy database of innovation and Entrepreneurship driving employment in Hubei Province from 2011 to 2020.Firstly,using the content analysis method,this paper constructs the policy text analysis framework from the two-dimensional perspective of basic policy tools such as environment,demand and supply and policy objectives such as innovation and entrepreneurship ability,economic benefits and employment performance,and encodes and defines the content in the policy text.Based on the classification of policy codes,make statistics on the frequency of policy texts,summarize the distribution frequency and structural characteristics of policy categories from the number of policies,and diagnose the structural deviation and optimization orientation of policies;Secondly,the composition and distribution of policy subjects are analyzed through social network analysis to understand the release of policy subjects,the number of policies and the level of cooperation among policy subjects;Based on the perspective of historical evolution,this paper deeply analyzes the changes of the policy synergy level of innovation and entrepreneurship driving employment in Hubei Province from the perspective of the collaborative evolution of policy tools.Finally,the policy text is quantitatively assigned from the three dimensions of policy strength,policy measures and policy objectives,and the policy synergy measurement model of innovation and entrepreneurship driving employment in Hubei Province is constructed to quantitatively measure the policy synergy.The study found that: the use proportion of the three types of policy tools is uneven;From a historical perspective,the number of relevant policies is gradually increasing,and the synergy level between policy tools is generally on the rise;From the results of synergy analysis,the synergy level between policy subjects is insufficient,and the policy synergy level of innovation and entrepreneurship driving employment in Hubei Province shows an upward trend.According to the research conclusion,this paper puts forward corresponding suggestions for the improvement and optimization of Hubei Province’s innovation and entrepreneurship policy. |
