A Study On The Role Dilemma Of Social Workers In Community Governance

With the continuous reform of our economic and political system and the social governance center continuously moving down to the grassroots level,the mode of community governance is more and more fine and complex.At the same time,social work also gives full play to its professional advantages and participates in community governance.Social workers in different service situations try to meet the expectations of all parties and play their roles,but also encounter different performance of the role dilemma.Based on this,this study takes the Party and Mass Service Center of X Community in Datong City as an example to discuss the role dilemma encountered by social workers in the process of community governance,so as to enrich the role study of social workers and provide relevant reference for social workers to better participate in community governance.This study firstly sorts out the basic situation and daily work of social workers in the Party and mass service center,clarifies the role expectations of social workers from all sides,and briefly summarizes the role norms of social workers.Secondly,it focuses on the performance of the role dilemmas encountered by social workers in the Party and mass service center,showing the role dilemmas of social workers comprehensively.Finally,through in-depth analysis,this study finds out the reasons why social workers in Party and mass service centers are facing role dilemmas,and puts forward practical suggestions based on their existing experience and practical situation to help social workers overcome these dilemmas.The study found that social workers in the Party and mass service center mainly bear the role expectations from three aspects.The government expects them to be the "service hand" of the community and the implementer of the policy.The community expects it to act as an integrated service provider,a community governance supporter and an enabler of resident participation.From the perspective of residents,social workers are expected to be resource linkers,organizers of community activities,and transmitters of opinions.In the process of role practice of social workers in Party and mass service centers,social workers encounter role conflicts,unclear roles,role overload,role distance and other role dilemmas.As for the role dilemma of social workers in Party and mass service centers,the main cause can be attributed to the "tension" between comprehensive community governance affairs and professional local governance services,while social workers themselves cannot balance.To be specific,the insufficient capacity of social workers,insufficient social work service resources,extensive operation of social work institutions,administrative intervention and other phenomena also aggravate this "tension" to varying degrees.According to the above research findings,to get rid of the role dilemma of social workers in the Party and mass service center,we should not only improve the comprehensive quality of social workers,but also pay attention to the introduction of relevant policies and the satisfaction of objective conditions such as full input of service resources,so as to create a favorable development environment for social workers to provide professional and efficient services in the Party and mass service center.
