In recent years,with the gradual improvement of parents ’expectations for their children’s education,the number of people participating in the middle and secondary school entrance examination is increasing year by year,and the number of students participating in after-school training is also increasing,which makes the number of after-school training institutions in primary and secondary schools in China increase exponentially.In order to effectively and properly solve the prominent problem of excessive schoolwork burden for primary and middle school students and further standardize the school-running behavior of after-school training institutions in primary and secondary schools,in 2018,governments at all levels launched a storm to regulate the after-school training market.The governance of off-campus training has achieved some results for the time being,but the new problems highlighted in the process of governance still need to be solved urgently.The introduction part of this paper introduces the research background,the theoretical and practical significance of the research,and defines the core concept of the governance of the external training institutions and those of primary and secondary schools.Literature method,interview method and investigation method were used to visually analyze the current status of after-school training institutions in X County of Henan Province.The first part summarizes the achievements made in the governance of after-school training institutions in X County of Henan Province.First,the ledger of off-campus training institutions is established for the classified management of training institutions;second,the number of non-campus training institutions;third,the non-subject registration of the training institutions;the off-campus training institutions.The second part,reveals the primary and secondary schools in the process of external training institutions expansion problems,such as lack of school qualifications,teaching space is not up to standard,school safety hidden danger,fire control facilities,teachers level,the good and bad are intermingled,training content is "training" in advance "and" exam-oriented education " tendency,overstate teaching effect,training fees,damage the economic interests of parents,etc.,these problems highlight the importance and necessity of off-campus training institutions governance.The third part analyzes the causes of the problems existing in the governance of after-school training institutions in X County of Henan Province.First,the laws and regulations of after-campus training are not perfect;second,the administrative law enforcement mechanism of after-campus training is not perfect;third,the supervision system of after-campus training is not systematic;fourth,the accountability mechanism of after-campus training is not mature.The fourth part discusses the standard management strategy of after-school training institutions.First,we should improve the relevant laws and regulations of after-school training.Second,we should establish a comprehensive administrative law enforcement mechanism for after-school training.Third,we should improve the supervision mechanism of after-school training.Fourth,we should promote the improvement of the supervision and accountability mechanism of after-school training. |
