In recent years,the governance of off-campus training institutions has become one of the key concerns of the state.Since the state governance of out-of-school training institutions,the core has been to guide the out-of-school training institutions to work together for a reasonable educational goal.In July 2021,the General Office of the CPC Central Committee and The General Office of the State Council jointly issued the Relevant Opinions on Further Reducing the Homework Burden of Students in Compulsory Education and The Burden of Off-campus Training(hereinafter referred to as the "Shuang Jian" policy),which put forward new requirements for the governance and development of offcampus training institutions in primary and secondary schools.The purpose of this study is in the constantly issued during the policy background,the existing primary and secondary schools outside the training institutions how to better adapt to the transformation and in-depth thinking,as well as to the latest policy of Shuang Jian in-depth analysis,found of policies to promote still exist deficiencies,combining the two off-campus training institutions of governance in middle and primary schools put forward his own opinions.In this paper,using literature method,questionnaire survey method and interview method,the research content is divided into the following several aspects: the first part is the introduction part of this article,in this part of the research background,research significance of this article is a detailed elaboration,combing the article,summarized the research of scholars at home and abroad in the,lay the foundation for later articles.The second part is the theoretical narration,taking the governance policies of off-campus training institutions as the context,systematically analyzing the governance policies of various off-campus training institutions from the international to the domestic,from Sichuan province to NC City,and combining the current hot policy of "Shuang Jian" for research.The third part,based on NC City,objectively and comprehensively describes the development of NC City's after-school training market through questionnaire survey and interview survey.The fourth part,based on the analysis of the current situation,summarizes the main problems existing in the governance of primary and secondary school after-school training institutions in NC City under the background of "Shuang Jian" policy,which can be specifically summarized as the following points: They are the lack of effective supervision by the government,the lack of governance laws and regulations,the chaotic internal management of the training institutions,and the failure of industry organizations to play their role.The reasons are as follows:unclear division of government supervision responsibilities,failure to implement governance regulations in detailed rules,lack of awareness of participation in governance by various subjects,inadequate transmission of social pressure and absence of industry associations.In the fifth part of the paper,combining with the analysis of problems and causes,four solutions are put forward,including strengthening the guidance of government supervision and regulation,perfecting laws and regulations on the governance of off-campus training institutions in primary and secondary schools,exploring diversified cooperative governance mechanisms,and constructing a comprehensive system of collaborative governance with the extensive participation of industry associations and the public.The proposal and implementation of the "Shuang Jian" policy is both an opportunity and a challenge for NC City's primary and secondary school after-school training institutions and the whole country.The "Shuang Jian" policy puts forward higher requirements for the governance of primary and secondary school after-school training institutions,and also a new reshuffle for the existing after-school training methods and market pattern.Want to under the new era better play to the role of the primary and secondary school outside the training institutions,government,industry groups and the parents of students,training institutions in four aspects to collaborative governance,promoting,at the same time,the existing "Shuang Jian" policy system standard also want in-depth reflection,summarizes the policy there are imperfections,continue to make up,Only in this way can the after-school training institutions of primary and secondary schools continue to play their role and better realize their original intention of development,educational value and social value.
