With the improvement of the welfare system,children whose parents are still alive but whose families are unable or unwilling to support them due to changes in the family,i.e.“de facto unsupported children”,a socially marginalised group,have been given more welfare protection.Despite this,de facto unsupported children face multiple difficulties in their survival and development,and are in urgent need of social assistance and care.Social assistance policies have played a positive role in protecting the legitimate rights and interests of de facto unsupported children,but developmental assistance for de facto unsupported children is still an issue that needs attention and solutions.The lack of care and support for de facto unaccompanied children during their developmental process,the dysfunctional or absent family members lead to cognitive biases,unrestrained behaviour and two-way rejection of de facto unaccompanied children by individuals and schools.The author found through investigation that in the living environment where no one is raising children,there are problems such as limited family support,unstable support from peers and neighbors,and insufficient resources for community schools to provide personalized care and guidance.The government implements child protection policies,cares for the growth of children and purchases social work services to provide social protection for de facto unaccompanied children in Qingcheng.The agencies that undertake the protection project play multiple roles as service providers,participants and advocates from a social work professional perspective,and focus on facilitating the construction of a social support network for de facto unsupported children.In terms of specific services,case management is carried out for children with multiple and complex needs;for families with missing or inadequate family supervision,activities such as parenting education and training are carried out to enhance the support and protection of de facto unsupported children at the family level;for de facto unsupported children with passive interpersonal interactions,community and group activities are designed for peer-to-peer mutual help and interaction;for poor community support,social work The agency organises courses to train child supervisors and child directors.In my field research,the author used interview and participatory observation methods to collect data on the social protection services purchased by the government for factual unaccompanied children.It was found that the social work institutions providing the services conducted regular on-site visits,focused case work services,supportive group services,and building a children’s work team to strengthen community care and other social protection service practices for factual unaccompanied children,It has played a significant role in promoting the construction of a child protection pattern in Qingcheng that is characterized by “family responsibility,government leadership,civil affairs leadership,departmental linkage,social participation,and shared care”.It can accurately assess the needs of children and form multiple forces to participate together to make up for the lack of government protection.However,in the protection of unaccompanied children,it is necessary to balance professionalism and administration,focus on strengthening the professionalism of the child protection team,and enhance public awareness of child protection.Most of the studies on de facto unaccompanied children have been carried out through a professional social work approach in which the researcher intervenes in a social work capacity by working with one or some de facto unaccompanied children in a case or group setting to facilitate change and recovery.The novelty of this paper lies in the fact that the author,as both an observer and a researcher,analyses the service contents and problems of the social protection project for de facto unaccompanied children in Qingcheng,and studies how professional social workers can use social work methods to build a social support network for de facto unaccompanied children in order to solve the problems they face,and then analyses the role that social work can play in the process of social protection services for de facto unaccompanied children.A structural analysis of the role of social work in the process of social protection services for de facto unaccompanied children.
