The Research On Public Opinion Law Of Campus Food Safety Events And Risk Resolution

The campus food safety incident has attracted the attention of the society.Its negative public opinion has strong destructive power,which is easy to stimulate the public’s irrational emotions,and even evolve into offline group events,inducing social risks.With the rapid development of social media,campus food safety public opinion has many new characteristics,such as video,decentralization,real-time and so on,which has brought new challenges to the guidance of public opinion.It is very necessary and urgent to explore the law of public opinion on campus food safety and provide countermeasures for relevant departments to alleviate negative public opinion.The research selects the representative campus food safety public opinion in recent years as the basic sample to explore the characteristics,causes and laws of campus food safety public opinion.Through the analysis,it is found that the channels of public voice have been expanded with the development of we media,and the presentation forms of campus food safety public opinion are becoming more and more diversified.The "public opinion effect" of food safety on campus is easy to form a long public opinion cycle.In addition,the social tolerance of campus food safety accidents is low,irrational public opinion accounts for a large proportion of the total public opinion,and the public opinion field shows the characteristics of one-sided.According to Steven’s life cycle theory,the campus food safety events are divided into three stages: incubation period,outbreak period and dissipation period.From these three stages,the characteristics of the development of campus food safety public opinion are investigated.From the incubation period of the brewing process,public opinion mainly spreads in small circles,and the total amount of public opinion surges rapidly in a short time,which will also induce some related public opinion.In terms of the outbreak process,the outbreak time is mainly concentrated in the spring and autumn of each year;The outbreak area is sporadic in many places;The cause of the outbreak mainly points to the link of food materials.From the elimination process of campus food safety public opinion,control dissipation,alternative dissipation and developmental dissipation are the three most common ways,and the three dissipation ways often coexist at the same time.The analysis found that behind the frequent occurrence of public opinion on campus food safety,there are not only their own reasons such as the illegal operation of the parties involved and the loss of management,but also the media reports to form a pseudo environment to solidify the public’s cognition,resulting in a blowout of negative public opinion.In recent years,the contradiction between "home" and "school" tends to intensify.Campus food safety incidents are easy to become the "vent" of social emotions,which is also an important reason for the frequent occurrence of public opinion.Based on the relevant theories of risk governance and the questionnaire,through field interviews with relevant staff of Hunan Internet information office and Sichuan Yibin food and drug administration department,the research focuses on the focus of the audience in campus food safety events,and puts forward targeted measures to resolve public opinion risks: first,the government and the school should jointly build a public opinion early warning mechanism;Second,the news media should abide by professional ethics and positively guide public opinion;Third,the government management department should formulate strict laws and regulations to deal with the subjects involved in the situation of "zero tolerance";Fourth,establish a special public opinion management functional organization to accelerate the construction of Internet rule of law;Fifth,the government and the people jointly create a consensus space for public opinion and jointly build a strong campus food safety risk control network.
