Research On Grassroots Public Opinion Research And Judgment And Governance Path From The Perspective Of Empathy Communication

At present,crisis events in the risk society continue to appear.The grassroots level is prone to frequent negative public opinion,and has the characteristics of high suddenness,diversified issues,strong proximity,fast spread,and wide-spread.Community grassroots public opinion essentially represents social conditions and public opinion,is an important link in the work of public opinion governance that cannot be ignored.How to solve the grassroots public opinion crisis and correctly guide the direction of grassroots public opinion will be an important and urgent topic for the current community to improve governance capabilities.Based on the weibo platform,this paper reviews and sorts out 16 online public opinion incidents that occurred at the grass-roots level in some provinces and cities in China in 2022,of which the shanghai "Swiss roll" Incident is the key case of this study.It is found that the existing risk points of grassroots public opinion mainly stem from conflicts within the community,including conflicts between grassroots government officials and residents,between properties and residents,between neighbors and within residents’ families.In the process of public opinion response,communities have practical problems such as "Lack of effective mechanisms,weak governance awareness,insufficient collaborative governance,and improper public opinion response".Through further analysis of the text content of the "Swiss volume" Incident,it can be seen that empathy communication is a key factor in the evolution of community grassroots public opinion.Local governments shall,on the basis of improving public opinion monitoring and judgment,actively mobilize communities,media and other entities to participate in grassroots public opinion governance.Make full use of the strategy of "Empathy guidance",including facing the focus of public opinion and adhering to equal dialogue;respond to residents’ expectations and calm residents’ emotions;uphold professionalism and be motivated by positive motivation;strengthen the concept of service,cultivate public spirit,etc.,timely and effectively channel grassroots public opinion,and help improve the level of grassroots social governance in China.
