Research On The Dilemma And Countermeasures Of Community Volunteers’ Participation In Community Governance From The Perspective Of "The Five Social Linkage"

The proposed mechanism of "the five social linkage" points out a new way for the development of community governance at the grassroots level.As the country attaches great importance to the cause of voluntary service,more and more community volunteers devote themselves to practice and promote the development of community governance.With the development and growth of community volunteers,they have gradually become an indispensable force in community governance,which complements the needs of community governance for pluralism and co-governance.Under the "the five social linkage" mechanism,community volunteers can effectively cooperate with other subjects of "five communes" and play an important role in urban construction,disaster relief and emergency response,and COVID-19 prevention and control.This thesis mainly adopts the semi-structured interview method and the participatory observation method to participate in the specific practice in S District of Jiaozuo City and conduct interviews with the staff of S District Civilization Office,some street leaders and special managers,and community volunteers.This thesis studies the concrete practice of community volunteers’ participation in community governance in collaboration with other subjects of "five communes",analyzes the role of community volunteers in community governance,and discusses the dilemma and countermeasures of community volunteers’ participation in community governance from the perspective of "the five social linkage".Through interviews and observations,the following conclusions can be drawn:First,community volunteers in District S cooperated with other subjects of the "Five communes" in urban construction,disaster relief and emergency response,and prevention and control of the novel coronavirus epidemic,and achieved certain results,which effectively promoted community governance in District S.Second,community volunteers in S District maintain a good interactive relationship with other subjects of the "Five communes",which can play a certain role in community governance.Third,when community volunteers cooperate with other subjects of "Five communes",there is a certain coordination deviation,that is,the dilemma of community volunteers participating in community governance.The dilemma mainly focuses on the pattern,momentum and mechanism of coordination.Through the analysis of the above predicament,the author puts forward optimization countermeasures to improve the effectiveness of collaborative governance and enhance the ability of community volunteers.In terms of improving the effectiveness of collaborative governance,we should advocate policy optimization and coordination,attract talents and wisdom to strengthen growth drivers,and provide financial support for stability mechanisms.In the aspect of enhancing the ability of community volunteers,the ability of community volunteers is improved mainly through professional training,improving the system,incentive mechanism and other aspects.The author hopes that the countermeasures provided for S District can further inspire the main bodies of the "the five social linkage" in S District,especially to help community volunteers further clarify their focus,encourage them to strengthen their weaknesses and develop their advantages,and provide a development sample for other counties(districts)in Jiaozuo City.
