Analysis On The Mode Of Social Work Participating In Urban Community Governance Under The "Five Cooperatives Linkage"

China has been in a period of social transformation for a long time,with rapid economic development,but social problems are constantly emerging and social governance is constantly advancing.As the basic unit of society,community governance can effectively enhance residents’ participation in community affairs,improve residents’ happiness and satisfaction,promote community construction and promote social progress and development.This study explores the professionalism of social work,emphasizes the multi-forces to jointly help the community development,and studies the mode of social work participating in urban community governance in combination with the background of "five social organizations linkage".This study takes the community governance project "Bee Plan" of H Street Social Work Station as an example,and explores the community governance model under the guidance of polycentric governance theory.By means of interview,it is known that there are some practical problems in Y community,such as low level of residents’ participation in community affairs,weak sense of mass responsibility,poor professionalism of staff,and insufficient ability of community autonomy.According to the needs,the scheme strategy is formulated,and the governance process is involved through community social work methods.Under the guidance of social workers,the concrete practical work is carried out in four steps: "cultivating community leaders,forming community organizations,linking service resources and participating in public affairs".On the way to practice,it is found that the community has changed from "compulsory participation,one-way interaction,passive acceptance of resources and dependent management" to "party-mass integration,network-like support,active resource seeking and independent exploration by residents",which has solved the community problems and achieved the expected goals by relying on the project as a whole.After that,this study draws lessons from the experience of community governance model in Changsha and Foshan,and combines the professional involvement of community social work in the community governance process,that is,"establishing community relations,developing support networks,providing community education,and mobilizing the masses to participate" and the activities,and summarizes the "1+5+3+N" community governance model that adapts to the local community,with the social work service station as the leader.Give full play to the role of social workers,community leaders,community masses,community social organizations and community charity resources,build three platforms of residents’ consultation and deliberation,community charity network and group mutual support in the community,and promote the process of community governance with a number of measures.Then,put forward suggestions and countermeasures for the path of social work participating in community governance,emphasizing the need to improve the existing system,get rid of excessive administration,strengthen the construction of social work system,and clarify the main responsibilities of all parties.Fill in the shortcomings of community service,actively link service resources,provide quality services,form a social worker brand,inject momentum into community governance,revitalize and promote community construction.
