A Study On The Demand For Inclusive Childcare Service In Chengdu

The development of childcare services is an important part of making up for the shortcomings of the "childcare" people’s livelihood.At this stage,parents of infants and young children have a strong demand for childcare services.Inclusive childcare services are an important part of childcare services,which are characterized by security,non-discrimination and low price.Chengdu is the fourth city in China with a population of more than 20 million,and its demand for inclusive childcare services has typical characteristics.This paper carries out targeted research.Firstly,the paper introduces the research background from the national policy level and the practical demand level,and expounds the research significance from the theoretical and practical perspectives.At the same time,it systematically combed the relevant research results of domestic and foreign scholars on the demand for inclusive childcare services from the four aspects of childcare service demand,public childcare service,community childcare service and inclusive childcare service.Secondly,the paper clearly defines the three basic concepts of childcare service,inclusive childcare and childcare service demand involved in the research,and briefly expounds the three theoretical foundations of welfare pluralism theory,effective demand theory and new public service theory that support the research of the paper.Thirdly,the paper investigates the current situation of the demand for inclusive childcare services in Chengdu.The current situation of the demand for inclusive childcare services in Chengdu is outlined from three aspects: the total demand for inclusive childcare services,the demand for inclusive childcare service institutions,and the demand for environmental construction of inclusive childcare service institutions.In the analysis of the total demand for inclusive childcare services,the service demand willingness and delivery age demand willingness were examined from the perspective of total demand and differential demand.On the basis of the demand analysis of inclusive care service institutions,the selection tendency of different nature and types of inclusive care service institutions,the acceptable distance of inclusive care service institutions and the affordable service price of infant parents were investigated.In the analysis of environmental construction needs of inclusive childcare service institutions,the configuration needs of parents of infants and young children for the hardware and software environment of the service institutions were investigated.Then,the paper analyzes the main problems and reasons of inclusive childcare services in Chengdu.On the main issues,four major issues are summarized.That is,the number of inclusive childcare institutions is lacking,the number of places is small,the service price of inclusive childcare institutions is higher,the inclusive childcare institutions are far from home or work unit,and the quality of teachers in inclusive care institutions is uneven.In terms of the main reasons,it is mainly from the government level,the market level and the parent level.Specifically,there are insufficient financial investment,insufficient policy propaganda,immature market development,difficulty in entering the market,insufficient reserve of professional teachers of childcare,and parents’ lack of awareness and incomplete trust in inclusive childcare institutions.Finally,the paper puts forward the promotion path to meet the demand of inclusive childcare services.First,from the perspective of giving play to the leading role of the government,it is proposed to increase government investment,increase the publicity of policies related to inclusive childcare services,and strengthen the supervision of inclusive childcare institutions;Second,from the perspective of focusing on increasing the supply of inclusive childcare services,it is proposed to increase the supply of public inclusive childcare services,encourage employers to set up inclusive childcare institutions for employees,actively expand family-type childcare,guide social organizations and social enterprises to set up inclusive childcare services,and increase the construction strength of exemplary childcare institutions;Third,from the viewpoint of enhancing childcare services’ quality,it is proposed to strengthen the construction of childcare talents,reasonably arrange the content of childcare according to the characteristics of different infants,and provide different guidance based on parents’ childcare experience...
