Research On The Governance Of Y Community Sports In Beijing City On The Network Governance Theory

ObjectiveStrengthening community sports governance is an inevitable requirement for implementing the people-centered development thinking and promoting the modernization of grassroots governance.However,community sports in the period of social transformation have not yet formed a perfect governance system,and in general,there are problems such as single governance subject,uneven distribution of resources,imperfect mechanism and system,and prominent contradiction between supply and demand.As a new governance model for managing public affairs,the concept of "multi-subject equal consultation" is in line with the development direction of "multi-party participation and collaborative governance" in community sports in China,and provides a new perspective for the construction of a multi-party community sports governance model.Based on this,this paper takes the network governance theory as the analysis framework and takes Y Street in Beijing as the research object,and puts forward countermeasures and suggestions for improving the community sports governance model on the basis of clarifying the problems and causes of community sports governance.MethodsThis paper uses the literature method,interview method,field research method and questionnaire survey method.In the early stage,through reading a large number of domestic and foreign literature,we can understand the latest progress of current research and the current development status of urban community sports governance in China.On this basis,semi-structured interviews were used to interview relevant stakeholders in Y Street Community Sports Governance,and the current situation and problems of Y Street Community Sports Governance were initially understood and sorted out.From September 2022 to March 2023,the authors conducted field investigations in the Y Street Office,Y Street Sports Association,and Y Street Community Social Organization Federation to collect relevant data.At the same time,the "Y Street Community Sports Governance Status Questionnaire" was designed to investigate the status quo and problems of Y Street Community Sports Governance,and the participation and satisfaction of community residents in community sports governance.Results and Conclusions(1)Y Street actively explores ways and methods of multi subject cooperation and governance.Currently,there is a prototype of community sports governance with multiple parties participating.However,its community sports governance model is not yet perfect,and there are still problems such as administrative participation of social organizations,insufficient participation of market and residents,mismatch between sports service supply and residents’ actual needs,mismatch between the speed of government function transformation and the level of social organization development,and blocked cross departmental information sharing among governments(2)The reasons for the above problems in Y Street mainly include the following aspects: 1.Incomplete network design.The Y street government department failed to accurately identify potential partners and reasonably design ways to play the role of participating entities,resulting in a low level of participation of cooperating entities;2.The communication mechanism is not sound.The lack of communication channels among the main body has led to poor information communication among government departments,such as the lack of functions of community neighborhood committees hindering residents’ expression of sports needs,leading to a mismatch in service supply;3.The supervision and evaluation methods are not scientific.Lack of guarantee mechanisms such as supervision,evaluation,and incentives,and insufficient innovation in the participation of social forces in the supply of community sports services;4.The level of specialization of the talent team is not high.The low level of specialization among various governance entities affects the high-quality development of community sports governance.(3)Guided by the theory of networked governance,this paper proposes policy recommendations for improving the framework of community sports governance network,improving the communication mechanism between community sports governance entities,improving the responsibility mechanism of community sports governance network,and enhancing the management ability of community sports governance network in China.At present,under the guidance of the goal of accelerating the construction of a strong sports country,improving the community sports governance model and improving the community sports governance mechanism have become necessary and urgent issues.But building a comprehensive community sports governance model not only requires exploring the internal mechanisms of individual governance elements,but also requires systematic integration of each element to explore its overall role.This article uses the theory of networked governance,which covers multiple governance elements,as the analytical framework to examine the issue of community sports governance in Y Street.It is an attempt to improve the community sports governance model from a holistic perspective.To provide a reference for improving the efficiency of community sports governance,improving the quality of community sports services,and promoting the high-quality development of the national fitness industry.
