Research On Community Sports Governance In Wuhan From The Perspective Of Network Theory

The Fifth Plenary Session of the 19 th CPC Central Committee pointed out that during the 14 th Five-Year Plan period,we should further promote the modernization of national governance system and capacity,and focus on improving the effectiveness of national governance.Social grass-roots governance has gradually changed from a single management mode to a new form of governance dominated by the government.Community sports,as an important part of community development,plays an irreplaceable role in satisfying the material and spiritual life of community residents as well as the construction of civilization and harmony.How to realize the joint participation of multiple governance subjects in community sports and further strengthen the governance effectiveness of community sports to better play the role of sports in community development are important issues that need to be solved.Based on governance theory,network governance theory and other theories,this paper adopts the methods of literature,field investigation and interview,taking the development of community sports in Wuhan as the main research object,and field visits and surveys 6communities of different sizes and types:In addition,we conducted online and offline interviews with administrative department personnel,community residents and persons in charge of sports institutions in Zhuodaoquan Street,Hongshan District,Qinfa Street,Fenglin Shangcheng Community,Jiangan District Baibuting Community,Xiangxihu District Evergreen Garden Community,and Jiangxia District Jinxiu Longcheng Community in these 6communities.At the same time,through the distribution of questionnaires,To understand the current situation of community sports development in Wuhan.Based on the network governance theory and the achievements of other provinces and cities in community sports,this paper makes a comparative analysis of the current situation of the development of community sports in Wuhan,and concludes that there are the following contradictions and problems:the network governance structure system of community sports needs to be improved,which is specifically manifested in the lack of specialized sports departments in the streets and communities;Insufficient multi-subject participation in governance and insufficient inter-subject linkage governance;The resources and security system of community sports governance need to be improved,which is reflected in the lack of community sports talent reserve,the need to improve the planning of field equipment construction,the lack of quantity and quality of community sports activities,and the need to update and promulgation of relevant policies and regulations,namely,the promulgation of special policies and regulations for community sports governance in Wuhan is insufficient,and the lack of sports rules and regulations in the community.The construction of evaluation and supervision system of community sports governance is insufficient,which is manifested in the lack of specialized evaluation and supervision system,the single subject participating in evaluation and supervision,and the insufficient way participating in evaluation and supervision.Finally,based on the network governance theory,a community sports network governance system is constructed based on the integration of the visitors,experts and related statements in the literature.Based on this,specific optimization measures are proposed for the governance of community sports in Wuhan,providing support and reference for the development of community sports in Wuhan.
