Research On The Participation Of Sports Social Organizations In Grass-Roots Sports Governance

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to create a new pattern of social governance featuring joint construction,governance,and sharing,marking that China’s social governance has entered a new historical development direction.The grassroots level is an important field of mass sports governance in China,and its effectiveness in sports governance is related to the shaping of the pattern of joint construction,governance,and sharing.As an effective new force in the new pattern of grassroots governance,sports social organizations have stimulated the development vitality of community sports in the process of social modernization and transformation,promoted the balance between supply and demand of grassroots sports,met the diverse sports needs of the masses,and played a key role in governance subject value.However,the greatest potential of current sports social organizations in governance has not been fully exploited,and there are still many problems and challenges.Therefore,in order to better play the subjective role of sports social organizations,this study mainly adopts research methods such as case study,field investigation,and interview methods,based on governance theory,new public service theory,and resource dependence theory,and based on the practice of three sports social organizations participating in grassroots sports governance,to study the paths of three cases participating in grassroots sports governance,with a view to proposing reasonable,scientific Feasibility recommendations.During the research process,the following conclusions were drawn:(1)At the academic level,due to the needs of the development of grassroots sports undertakings,the need for the government to strengthen the construction of grassroots communities,and the need for the development of sports social organizations themselves,it is necessary for them to participate in governance;Sports social organizations have basic functions of instrumentality,structure,and expression in governance;It has positive significance for building a pattern of co governance between the government and society,meeting the diverse sports needs of the masses,and improving the efficiency of grassroots sports governance;Its participation in governance should adhere to the people-centered governance philosophy and the basic value orientation of balancing fairness,justice,and non-profit.(2)In terms of methods,the ways in which sports social organizations participate in grassroots sports governance mainly include voluntary participation,emotional governance,government procurement services,grassroots democratic consultation,and digital governance;From the perspective of content,its areas of participation in governance include but are not limited to providing sports services,reflecting sports demands,and integrating sports resources.(3)Based on practice,there are still resource,mechanism,and external dilemmas in the participation of sports social organizations in grassroots sports governance.Therefore,in the future,sports social organizations should increase talent absorption and broaden funding channels,and the government should increase the construction and opening of grassroots sports venues;Improve the motivation mechanism for sports social organizations to participate in public services,build a risk prevention mechanism for sports social organizations to provide services,and improve the communication and coordination mechanism between sports social organizations and the government;Finally,enhance the social credibility of sports social organizations,improve the policy guarantee for participation in governance,and enhance the awareness and initiative of the masses to participate in sports.
