| At the Third Plenary Session of the 18 th CPC Central Committee,innovation in social governance became a new development requirement of the Party and the state in the new era,marking a new stage of social construction in China.As the basic logic of national sports governance and the key junction and intersection of community governance and national fitness governance,urban community sports is of great significance in meeting people’s growing needs for a better life.With the development of the socialization reform of sports in our country,sports governance subjects in the field gradually diversify,such as Shanghai,Beijing and other first-tier cities have initially built a multi-governance pattern,forming a strong influence and radiation power.It can be predicted that multi-subject participation in urban community sports governance is the general trend and the trend of The Times.Therefore,in the context of innovative social governance,it is of great theoretical value and practical significance to study the issues related to multi-subject participation in community sports governance.At present,the multi-subject participation in community sports governance still has the realistic difficulties such as insufficient linkage,inadequate governance ability and imperfect security system.In order to give full play to the role of multiple subjects in community sports governance and guide multiple subjects to participate in the governance of community sports public affairs,this study adopts the research methods of literature,field investigation and logical analysis.On the basis of examining the local governance reality and looking beyond the regional governance experience,focusing on the cases of Beijing and Shanghai streets,combined with the historical background of innovative social governance,From the perspectives of governance theory and synergy theory,this paper studies pluralistic governance of Chinese community sports,and draws the following conclusions:(1)Under the background of innovative social governance,the concept of people-centered pluralistic governance of community sports should be established,the governance mechanism should be improved,the relationship of equality should be established,and the pluralistic forces should be cultivated;(2)Under the joint action of Chinese social governance model,new pattern of sports enterprise governance and residents’ awareness of sports,the governance subject has gradually evolved from a single government subject to the participation of multiple subjects,showing the characteristics of collaborative governance process and comprehensive governance methods,which also has vivid practice in Jiaxing City,Wuhan City and other places;(3)Foreign countries pay attention to the security of human resources,the operation mechanism of marketization and the shaping of multigovernance pattern and many other aspects,so as to provide good experience for our country;(4)Although the two streets of Beijing and Shanghai have certain governance experience,they also have problems such as biased governance concept,unbalanced governance structure,lack of governance mechanism and lack of governance power.(5)In the future,pluralistic governance of community sports should "establish the concept of people-centered governance","establish the equal and cooperative relationship between multiple subjects","improve the mechanism of pluralistic subjects governance",and "cultivate diverse social forces". |
