| Since its birth,science has been regarded by human beings as a symbol of revealing the objective laws of the development of things and pursuing endless truths,and science has been branded by human beings as sacred and pure,and scientists have also become a cause respected by people."No one can stand without faith",Integrity is the basic moral character of an individual to gain a foothold in society,and scientific research integrity is the basic ethical principles and professional requirements that researchers must follow when conducting scientific research activities.However,since the 70 s and 80 s of the 20 th century,cases of untrustworthy scientific research have frequently occurred in different countries,and government departments,scientific research institutions,colleges and universities,etc.have begun to control and restrict the issue of scientific research integrity from the institutional level.Nevertheless,for a long time,Germany did not return to the introspection of successive scientific misconduct in various countries and its prompt measures to deal with them,until the " Herrmann-Brach " incident in the 90 s of the 20 th century,German scientific research institutions began to attach importance to scientific integrity.Germany is a country that highly values freedom of scientific research and emphasizes academic autonomy,the German government has not established an administrative agency specifically responsible for punishing untrustworthy conduct in scientific research,nor has there been laws and regulations specifically for untrustworthy conduct in scientific research,but mainly relies on the norms of scientific research integrity and rules for handling scientific research misconduct issued by Germany’s top scientific research institutions and scientific research funding institutions to build scientific research integrity.In this study,German research institutions were the research object,and the literature analysis,the comparative research method and the case study method are mainly used.By analyzing the background of German scientific research institutions participating in the promotion of scientific research integrity,this paper sorts out the development and reform process of German scientific research institutions in the construction of scientific research integrity.By focusing on the main research institutions in Germany-Deutsche Forschungsgemeinschaft and Max-PlanckGesellschaft zur F(?)rderung der Wissenschaften,and its participation in the construction of scientific research integrity,the characteristics of German scientific research institutions in the construction of scientific research integrity and the practical achievements of Germany in the construction of scientific research integrity were summarized.Through a comprehensive investigation of the actual measures of German scientific research institutions in the governance of scientific research integrity,the understanding of scientific research integrity is deepened,and useful experience is attempted to learn from it to explore a scientific and effective path for China’s prevention and control of scientific research misconduct and improve the construction of scientific research integrity system.Chapter Ⅰ mainly discusses the background of German scientific research institutions to promote the construction of scientific research integrity,sorts out the historical development of German scientific research institutions to promote the construction of scientific research integrity,and clarifies the urgent reality of the construction of scientific research integrity by tracing the development context of German scientific research institutions,and tries to find the necessity and feasibility of German scientific research institutions to promote the construction of scientific research integrity on the basis of history and reality.Chapter Ⅱ introduces the main body and content of German scientific research institutions in the construction of scientific research integrity,focusing on the analysis of the development and functions of the German Research Association,Germany’s main scientific research funding institution,and the Max Planck Society for the Promotion of Science,an important German scientific research institution,as well as the institutional norms for the construction of scientific research integrity promulgated by them.Chapter Ⅲ is at the heart of this study,through the analysis of the above research content,it summarizes the leading role of German scientific research institutions in promoting the construction of scientific research integrity,advocating academic autonomy,establishing integrity commissioners,standardizing the disclosure system and agreeing to open access,and attaching importance to data preservation.At the same time,it summarizes the important value of improving the code of conduct for domestic scientific research integrity,establishing standards for university research integrity and handling a number of domestic scientific research misconduct incidents reflected in the specific practice of German scientific research institutions.Chapter Ⅳ is the last part of this article,on the basis of analyzing the effective results achieved by German scientific research institutions in promoting the construction of scientific research integrity,combined with China’s reality,put forward suggestions for improving relevant national legislation,strengthening the construction of the legal system,establishing third-party regulatory agencies,standardizing investigation and handling procedures,and attaching importance to education and training,and improving the data literacy of scientific researchers,hoping to localize the experience of other countries and explore effective ways to build scientific research integrity. |
