| Our higher education has undergone tremendous development since 21stcentury, whichbrings the transition from elite education to public education. The strategy of higher-educationdevelopment is transiting from scale-oriented to connotative development, focusing on thequality and characteristics of the colleges and universities. The scientific research, as one ofthe most important symbols, attributes to the enhancement of our technology innovation,industry and living standards. However, the scientific research in our universities hasencountered large number of problems, such as the achievements inferior, research fundsshortage, backward management. Among these problems, the most common but serious one isloss of integrity in research, including academic misconducts as plagiarism, data andconclusion falsification, hidden rules, which seriously affects the development of the collegesand enhancement of our technology. Therefore, to have a deep investigation to the social,systematical, and cultural roots, exploring the safeguard mechanism fitting our country andcolleges, will further restrain the academic misconducts, maintain the dignity and value ofacademy, build clean and healthy environment.The scientific integrity in research is the basic moral rule that we must follow. This essayelaborates systematically the connotation of the safeguard mechanism and its components,analyzes the current situation and problems, and puts forward the countermeasures ofperfecting this mechanism. The first part lays emphasis on the connotation of the safeguardmechanism and its components, discussing the importance of constructing the safeguardmechanism. A scientific, perfect, and effective safeguard mechanism will become an importantshield from academic misconducts, which needs systematical elaboration to the connotation. It mainly includes the subject of the scientific integrity, the contents of the safeguard, and thesurroundings of the mechanism running, the carrier of the mechanism, and the supervision andevaluation of the mechanism.The second part, based on the current situation and the concrete measures to controlacademic misconduct, explores the achievements and problems pros and cons; and analyzesthe deep reason of constructing our safeguard mechanism from five aspects: regulations, ideas,culture, mechanism, surroundings. Incomplete laws and regulations, loss of ideas, and theinfluence of official-oriented environment, lead to the current mechanism run inefficiently.The third part puts forward the countermeasures of perfecting safeguard mechanism onscientific integrity in colleges. The reconstruction of the safeguard mechanism graduallybecomes urgent with the vicious circle and the need of science developing. Throughconstructing complete organizational system, the scientific misconducts legislation, combiningthe concrete regulations, building the scientific and fair supervision system, and different sortsof education to foster beneficial environment, the chronic illness of the loss of integrity inscientific research will be eradicated, the dignity and value of the academy will enlighten thecolleges and universities. |
