| In his speech at the Symposium of Scientists on 11 September 2020,Comrade Xi Jinping pointed out that scientific achievements cannot be achieved without spiritual support.The spirit of scientist is the precious spiritual wealth accumulated by scientific and technical workers in practice.It has many connotations,among which the spirit of scientific research integrity is its due meaning.In recent years,the level of science and technology in Our country has been rapidly improved,and the formation of this gratifying development trend,among which the university teachers are the backbone force.While the group of teachers in colleges and universities has been making achievements in scientific research,a few members violate the integrity principle of scientific research and destroy the healthy and orderly scientific research environment in colleges and universities.Scientific research integrity is the basic moral quality of university teachers,and it is the foundation for university teachers to carry out scientific research work.Therefore,it is of great significance for the development of university scientific research work and the progress of China’s science and technology to find out the main reasons for the formation of scientific research integrity of university teachers and formulate relevant governance strategies based on the analysis.In this paper,based on the existing research both at home and abroad,and through the part of an investigation of the current situation of the college teachers’ research integrity and combined with science and technology department,the Ministry of Education and the national natural science fund committee departments published research integrity related data to carry on the system analysis,in order to for college teachers’ research integrity problem in our country,rich method and path.The problems of scientific research integrity of Chinese university teachers are mainly reflected in falsifying scientific research data,copying and plagiarizing others’ achievements,providing false information and improper signature.The causes of scientific research credit problems of teachers in universities and colleges in China are various,which can be divided into four categories: subject cause,system cause,supervision process vacancy cause and environment cause.From the perspective of the main causes,the main causes are the lack of honesty and legal consciousness of a few university teachers,the over-prominent utilitarian consciousness and the weakening of academic ethics.From the perspective of institutional causes,the main reason is that the systematic education,prevention and control system and scientific research evaluation mechanism of scientific research integrity in colleges and universities are not yet perfect.From the perspective of the causes of the absence in the regulatory process,the main reasons are the absence of the regulatory functions of scientific research credit management institutions in universities,the absence of the regulatory functions of the Internet and the market for the publication of scientific research results,etc.From the perspective of environmental causes,the main causes are the negative effects brought by the market economy environment,the intervention of administrative power and the hidden rules of scientific research brought by the fierce competition.The governance of this problem is a dynamic process,which requires the joint efforts of all parties to form the governance force.Firstly,it is necessary to improve the level of scientific research integrity of university teachers,including strengthening the education of scientific research integrity,guiding the development of scientific research integrity autonomy,and attaching importance to demand care.Secondly,promote the construction of scientific research credit management system,including strengthening scientific research credit prevention system,supervision and punishment system,evaluation and reward system construction;Thirdly,strengthen the process management of scientific research integrity in colleges and universities,including implementing the management of teachers’ scientific research archives,optimizing the positive influence of the Internet on scientific research in colleges and universities,and standardizing the professionalism of the publication market of scientific research achievements.Finally,to promote the formation of a clean scientific research environment,including promoting the government to guarantee the construction of scientific research integrity environment,deepen the construction of university scientific research integrity environment and social scientific research integrity atmosphere. |
