Research On The French Scientific Research Integrity Guarantee System From The Perspective Of Multi-subject Co-governance

In the era of the knowledge economy,science and technology are the productive factors that promote social progress and development.However,with the advancement of science and technology,the endless incidents of scientific research misconduct have seriously damaged the trust of society in scientific research,and at the same time,have seriously violated the sublime nature of scientific research activities,hindered scientific and technological innovation,and wasted social resources.In order to curb the emergence of scientific research misconduct,countries worldwide have begun to build and improve the scientific research integrity guarantee system to cover scientific research integrity under supervision and to create an excellent scientific atmosphere and promising scientific research conditions.Although France’s scientific research integrity construction started late,it has developed to the world’s advanced level in just 20 years,and its results are thoughtprovoking.Studying the French scientific research integrity guarantee system has guiding and reference significance for constructing our country’s scientific research integrity guarantee system.To this end,this thesis firstly traces the historical background of the formation of the French scientific research integrity guarantee system from a historical perspective and summarizes the key historical events and characteristics of its evolution period: the foreshadowing period,the development period,and the sophisticated period.The main body of this thesis is based on the Multi-subject Collaborative Co-governance theory.This thesis analyzes the composition of the French scientific research integrity guarantee system from three agents,that is,the government,universities,and scientific research institutions.The status quo of the French scientific research integrity guarantee system and the synergistic phenomenon and its role that run through the various subjects are analyzed.Secondly,based on the current status of the French scientific research integrity guarantee system,this paper conducts a rational reflection on it,summarizes its characteristics,analyzes its cultural and spiritual origin,and critically analyzes its limitations.Finally,this thesis summarizes the current situation of our country’s scientific research credit guarantee system,identifies the existing deficiencies,and compares it with the French scientific research credit guarantee system.Then,this thesis puts forward some enlightenments for our country’s scientific research credit guarantee system:(1)Strengthen the integration of various subjects in the Coordinate and co-governance under the framework,and improve the unity and standardization of actions;(2)Standardize the scientific research integrity system and norms,national policies strive to be streamlined,and grass-roots norms ensure accuracy;(3)Reasonable distribution of supervision powers,national overall macro supervision,and Grassroots scientific research groups implement micro-supervision and strengthen the involvement of external supervisory forces;(4)Flexible implement punishment procedures,prohibit a one-size-fits-all punishment model and build unique punishment methods that meet national requirements;(5)Implement and improve scientific research integrity education,focusing on the implementation and quality of scientific research integrity education,and at the same time developing diversified scientific research integrity education.
