The development of science and technology has continuously enriched the scope of human activities,and technological innovation has also become a "keyword" active in people’s vision since the 21 st century.As a key strategic resource in scientific and technological innovation,the role of talent in scientific and technological innovation has attracted much attention,and its importance in national economic development and competition in comprehensive national strength cannot be ignored.In 2012,the “Strategy for Strengthening the Country with Talents” raised the issues related to talents to the national strategy and system level.In 2017,the report of the 19 th National Congress of the Communist Party of China clearly pointed out that "talent is an important strategic resource for realizing national rejuvenation and winning the initiative in international competition".General Secretary Xi Jinping emphasized that "the only way to innovate is to win people." Talents are the source of a country’s prosperity and scientific and technological innovation.Establishing a system and policy system to promote talent development is conducive to giving full play to the innovative vitality of talent resources.Due to the differences in urban economic level,city level and resource endowment among regions,the geographical distribution of human resources in my country is not balanced.The first-tier cities with relatively developed economy in the east,such as Beijing,Shanghai,Guangzhou and Shenzhen,have attracted and gathered a large number of talents through their own advantages.In the underdeveloped central,western and northeastern parts of the country,human resources are very scarce,and they are also facing the problem of continuous brain drain.In view of the importance of talents in urban development and the reality of uneven distribution of talents,cities have launched competition for talent resources,and each city has introduced and implemented corresponding new talent policies.The new talent policy has been continuously adopted by new policy subjects nationwide,which is a typical dynamic process of public policy diffusion.In view of this,this paper aims to study the current situation and trend of the new talent policy in my country,present the diffusion path of the local government’s new talent policy,and identify the driving factors that affect the adoption of the new talent policy by local governments.And from different development stages and regional perspectives,we will analyze the driving factors that affect local governments’ adoption of the new talent policy.Specifically,based on the theory of innovation diffusion,political championship theory and resource dependence theory,starting from the internal and external environment of prefecture-level cities,and based on the two dimensions of demand pull and pressure push,this paper proposes seven factors affecting the diffusion of new talent policies.a research hypothesis.Collect and organize the new talent policy texts and the corresponding independent variable data issued by 226 prefecture-level cities across the country from 2012 to 2020,and use the event history analysis method to conduct a three-dimensional binary logistic regression analysis on the collected data to test each factor.Whether it will have a significant impact on the diffusion of the new talent policy.The results of the three-dimensional binary Logistic regression analysis show that the diffusion of talent new policies among local governments is affected by a variety of factors,and there are obvious temporal and spatial differences.Central administrative orders,intergovernmental competition,fiscal revenue,and urban population size significantly affect the diffusion of the New Deal for Talent.However,in the period of slow growth of policy diffusion,the proportion of the tertiary industry,inter-governmental competition,economic development level,fiscal revenue and urban population size will have a significant impact on the diffusion of the new talent policy;in the period of rapid policy diffusion,intergovernmental competition and The size of urban population significantly affects the diffusion of the new talent policy;in the period of steady growth of policy diffusion,the diffusion of the new talent policy is only significantly affected by the proportion of the tertiary industry.From the perspective of space,there are also great differences in the dynamic factors of the new talent policy diffusion.In the eastern region,the diffusion of the new talent policy is affected by intergovernmental competition,economic development level,fiscal revenue and urban population size;in the central region,intergovernmental competition and public opinion have a significant impact on the diffusion of the new talent policy;in the western region,talent The proliferation of the New Deal is significantly affected by the proportion of the tertiary industry,central administrative orders,intergovernmental competition and urban population size;in the northeastern region,the proliferation of the New Deal for talents is only affected by intergovernmental competition.Finally,this paper starts from the two aspects of demand pull and pressure push,aiming at the factors with significant influence and the characteristics of the new talent policy spread in different time periods and regions,and proposes that demand should be used to promote upgrading,improve urban competitiveness,and use pressure to help Develop,improve government governance capabilities,adapt to the times,formulate new policy strategies for talents in stages,and formulate policy recommendations for regional new policy strategies for talents according to local conditions.
