The new round of technological revolution represented by artificial intelligence is reshaping the existing educational ecosystem and putting forward higher requirements for talent cultivation. However, the current education on artificial intelligence lacks a clear core competency. To address this issue, this research focuses on four aspects of artificial intelligence competency: its connotation, framework, content and requirements for different stages of education, and development and application of assessment tools, with the aim of enriching the research on artificial intelligence competency and providing a reference for frontline teaching of artificial intelligence education.Firstly, the connotation of artificial intelligence competency is clarified. It is an essential competency for individuals to survive and develop in the era of artificial intelligence, which is a multidimensional composite structure that integrates artificial intelligence awareness, artificial intelligence thinking, artificial intelligence application and innovation, and artificial intelligence ethics and social responsibility.Secondly, based on the connotation of artificial intelligence competency and following the construction principle,a preliminary competency framework is developed. Then, the Delphi method is used to modify and improve the framework, and the Analytic Hierarchy Process is used to determine the weight of each indicator at different levels. Thus, the framework of artificial intelligence competency for primary and secondary school students is constructed, which consists of four primary indicators and fifteen secondary indicators.Thirdly, the education stages of primary and secondary schools are divided into four stages, and content and requirements for the four stages(grades 1-3,grades 4-6,grades 7-9,and grades 10-12)are developed based on the framework of artificial intelligence competency. Finally,to test the practicality of the framework,a competency assessment tool for artificial intelligence is developed and applied, using high school students as an example, based on the content and requirements for each stage. The assessment tool includes both questionnaires and test questions, each with 35 items. The research found that students perform best in "artificial intelligence awareness",followed by "artificial intelligence ethics and social responsibility","artificial intelligence application and innovation",and finally "artificial intelligence thinking".In addition,it was found that the questionnaire assessment was significantly better than the test assessment, and factors such as region, gender, math score, and overall score did not significantly affect students’ level of artificial intelligence competency.
