Since the 1990 s,along with the expansion of higher education in China, university towns have become an innovative development model to promote the popularization of higher education, advance regional urbanization and optimize the allocation of higher education resources.University towns are of great significance in alleviating the shortage and unbalanced development of educational resources. However,in practice, there are still many shortcomings in the sharing of educational resources, such as inefficient coordination and the lack of a mature sharing mechanism. In response to this dilemma, this thesis adopts a case study approach based on student perspective, combining collaborative governance theory and new public service theory, and selects a typical case of Shanghai S University Town as the research object.Firstly, the development history of co-construction and sharing of educational resources in S University Town is sorted out through multi-channel information such as online materials, literature and newspapers.Secondly,a questionnaire survey was conducted for students enrolled in 2016 to 2022 in seven universities in S University Town,and386 valid questionnaires were collected to portray the overall situation of students’ utilization of shared educational resources through descriptive statistics and variance analysis.Thirdly, combining the questionnaire results and following the principles of stratified purposive sampling and typical sampling,in-depth interviews were conducted with 14 students to focus on their motivation and goals, effectiveness and obstacles in the utilization of shared resources, and to analyze the existing problems and reasons for sharing educational resources in university town. The main findings of the study are as follows: Firstly, the university town has made useful explorations in sharing educational resources.55% of students said they had used various hardware and software resources in the university town, and nearly half of them said they were satisfied with the sharing of educational resources in the university town.Secondly, the sharing of educational resources in university towns is not yet sufficient. The popularity of shared resources in university towns is not yet widespread, with 45% of university students indicating that they have not used shared resources in university towns. There is a gap between the sharing of quality educational resources, such as courses and books, and student’s needs.Information access channels are diverse, but there are still information barriers.Thirdly, the weak concept of sharing, the inadequate sharing mechanism, the lack of student subjectivity and the lack of information technology platforms are important factors affecting the sharing of educational resources in university towns.Accordingly, this study recommends further improving the long-term mechanism of close inter-school linkage, establishing pathways for student participation in the governance, promoting the digital transformation of education resources, creating a sense of community and a sharing culture in university towns, and deeply serving students’ development.
