With the process of reform and opening up,a series of great changes have taken place in our society,and our country has started to step forward to the era of governance.Since2013,“Modernization of state governance” has become the general goal of deepening the reform in an all-round way.In the field of education,“Modernization of educational governance” has also gradually become the focus of discussion,especially in 2014,after Yuan Guiren formally proposed “Accelerating the modernization of the educational governance system and governance capacity” at the National Education Work Conference,MR.The issue of high school teachers exercising the right of educational punishment has been widely concerned,so that the exercise of the right of educational punishment by high school teachers can meet the requirements of the modernization of educational governance,it is a problem that should be highly valued and worth studying and discussing in ordinary senior high school.On March 1st,the “Disciplinary rules for primary and secondary education(for trial implementation)” promulgated by the Ministry of Education(Moe)came into 2021.This makes the exercise of disciplinary powers by teachers a matter of policy,however,in some aspects there is still a lack of clear def6 inition and operational implementation details.A total of 541 questionnaires were collected from two high schools in Tianshui,Gansu province.This paper makes a comprehensive analysis and research on the present situation,the reasons and the optimized countermeasures of the high school teachers exercising the educational disciplinary power under the background of the modernization of educational governance.First,under the background of the modernization of educational governance,how to effectively revise the school rules and disciplines according to the relevant policies of the state,so as to better implement the policies;Second.In the school education,how should high school teachers exercise the right to educational discipline to balance and grasp the“Student-oriented” and“Integrity” between the yardstick.In the research process,first of all,the use of literature analysis of domestic and foreign teachers to exercise the right to discipline education related literature sorting and classification;Secondly,through the action research method,that is,questionnaire survey,semi-structured interview and participation observation method,to investigate the status quo and problems of the exercise of educational disciplinary power by high school teachers;Third,the real data obtained from the cause analysis;Finally,according to the ecosystem theory proposed by Urie Bronfenbrenner,each subject is nested in a series of interacting environmental systems,which are hierarchical and interactive,the subject and this series of environment are interactive,combined with the research materials,the author respectively from the impact of the subject’s different environment,in the country,society,school,teachers,family five levels summarized and sorted out the implementation of optimization strategies.
