Research On Promoting Collaborative Innovation Of Production,Learning And Research In Local Universities Under The Triple Helix Theory

Based on the national innovation strategy-driven and competition-driven background,this study takes D College’s current situation of promoting industry-university-research collaborative innovation and combines its practice of industry-university-research cooperation.Based on triple helix theory and collaborative innovation theory,this study uses case analysis method and interview method to conduct empirical research.Based on the current development of D College,the paper makes an in-depth analysis of D College’s promotion of industry-university-research collaborative innovation system under the triple helix theory.According to the triple Helix theory,local universities,government and enterprises are the subjects of the industry-university-research collaborative innovation system,in which the government represents the administrative field,local universities represent the knowledge field,and enterprises represent the production field.The intersection of the three fields is called "overlapping area".Although the three have different responsibilities and missions,based on the core goal of industry-university-research collaborative innovation development under the triple helix theory,the three subjects need to achieve deep cooperation in the aspects of organization,system,talent,platform and environment in their respective fields,so as to maximize the close and overlap of the three fields and achieve the maximum synergistic innovation effect.It is found that there are five main problems in promoting industry-university-research collaborative innovation development in local colleges and universities,taking D College as an example.They are the disunity of the goals and interests of the university government and enterprises,the imperfection of the evaluation system of the university and the research,the inin-depth cultivation of talents between the university and the enterprise,the mismatch between the supply and demand of the university and the enterprise,and the inconspicuous incentive effect of the industry,the university and the research.In view of the problems encountered in promoting the development of industry-university-research collaborative innovation in local colleges and universities,countermeasures and suggestions are put forward to promote the high-quality development of industry-university-research collaborative innovation from the perspective of the three-helix theory.First,strengthen organizational collaboration.By establishing a scientific organizational structure for industry-university-research collaborative innovation,clarify the responsibilities and functions of local universities,governments and enterprises,ensure the dominant position of government functional departments,and give play to the main role of local universities and enterprises in the industry-university-research collaborative innovation system;Second,we improved institutional coordination.The government formulated and implemented rules and regulations for promoting scientific and technological development,tackling key technological problems and industrial development,local colleges and universities introduced management measures for evaluation and recruitment of professional titles,and enterprises formulated incentive systems to lay the foundation for industry-university-research cooperation.Thirdly,the cooperation of talents should be optimized.The cultivation of talents in the field of knowledge should be combined with the market demand of the production field and the actual demand of the market.The cultivation of talents in the field of knowledge should be carried out according to local conditions and constantly reform and optimize the training field,training method and training scale.Trilateral cooperation to cultivate high-quality applied talents;The fourth is to build platform cooperation.The government takes the lead to build the industry-university-research collaborative innovation platform,open and share the talent pool,achievement pool and demand pool,and promote the "two-way expansion" of resources between the knowledge field and the production field;Fifth,create environmental synergy.The three parties jointly create a good and ideal policy environment and market environment for industry-university-research collaborative innovation,so as to provide environmental guarantee for the construction of a sustainable industry-university-research collaborative innovation system.
