Research On The Operation Mechanism Of University Think Tanks In Anhui Provinee Under The Theory Of Triple Helix

In the era of knowledge economy,innovation is an important factor in promoting economic development.Talents are the source of innovative thinking.Under such circumstances,think tanks as talent gathering places are becoming more and more important.Microscopically,think tanks are the cultivation center of talents and the outbreak of thoughts.From a macro perspective,think tanks not only provide intellectual support for economic and social development,but also have a certain impact on politics.They are an important component of national soft power,section.For policy makers,science and democracy have increasingly become important indicators in the process of policy making,so the role of think tanks has become more and more important.In 2013,the Third Plenary Session of the 18th CPC Central Committee proposed to"accelerate the construction of a new type of think tank with Chinese characteristics and establish a sound decision-making consultation system",further emphasizing the advisory function of think tanks and accelerating the construction of new think tanks.As a member of the think tank system,the university think tank is getting better and better under the background of favorable policies.In 2014,the "New School Think Tank Construction Promotion Plan with Chinese Characteristics"was promulgated,and proposed the innovative development mode of college think tanks,and developed towards"characteristics"and "new types".However,the construction of think tanks in colleges and universities should also be tailored to the specific development of college think tanks in different regions.In the construction of think tanks in universities,follow the rules of point-to-face,and analyze the think tanks of local universities.The local university think tank directly serves the local economic and social development.Its important role is self-evident.Anhui,as the central region,has a large number of colleges and universities,but the development of university think tanks is slow,the influence is not enough,and the operational mechanism is still not perfect.The construction of think tanks in universities is an important development task of Anhui Province.Based on this,this paper attempts to analyze and explore the innovative development of the operating mechanism of college think tanks in Anhui from the perspective of three helix theory.The theory of three helixes believes that universities,enterprises,and governments work together to promote each other's development,and create a new hybrid organization under the interaction.University think tanks belong to a mixed organization produced by the complex functions of universities,enterprises,and governments.How do they get Rapid development also needs to find breakthrough points from the elements themselves.This paper uses theoretical research,case analysis,comparative analysis and other methods to first analyze relevant theories and concepts.Secondly,it analyzes the operation mechanism of college think tanks in Anhui Province,with two universities:Anhui University Innovation and Development Research Institute and Anhui University of Finance and Economics Economic Development Research Institute.As a research representative,think tanks analyze the problems of insufficient independence and single source of funds in the operation mechanism.In order to better optimize its development path,on this basis,the United States,the United Kingdom's top-ranking universities think tanks and six domestic high-end university think tanks were selected as comparative studies to summarize their excellent development experience.Finally,from the perspective of the three helix theory,from the spiral cycle generated by the combination of university,enterprise and government,the four sources of power flow,capital flow,data flow and results flow are extracted,and the think tanks of Anhui universities are pointed out.It is necessary to improve talents,funds,achievements and data,integrate resources of universities,enterprises and governments,coordinate development,optimize evaluation mechanisms,and enhance their influence in order to better serve the current economic and social development.
