After-school services for compulsory education are based on the background of the "double reduction" policy,and are a product of the development of education,economy and politics to a certain stage,in order to solve the real problem of the "three-and-a-half hour problem".After-school services are intended to solve the contradiction between parents and the "double reduction" policy,to promote the overall development of students,to improve the capacity of school education services,and to provide students in compulsory education with a variety of forms and exciting activities,In the after-school service system,education administrators,teachers,parents,and students are the main participants.With the development of education concept,government departments,education departments,and communities are gradually included in the participating subjects of after-school service.This paper analyzes the implementation status,problems,causes and improvement strategies of after-school services in compulsory education in five cities,one in the eastern,western,southern,northern and central parts of Jilin Province,as follows:The first part is the introduction,in the context of the "double reduction" policy,the continuous promotion of education and the emergence of the "three-and-a-half hour problem",and the development of the theoretical and practical values of total quality management,the compulsory education after-school service has rich theoretical significance In the context of the continuous development of the theoretical and practical values of total quality management,after-school services in compulsory education have rich theoretical and practical significance.Through the process of literature combing of compulsory education after-school services,we found that the development of compulsory education after-school services in China is still in the exploration period,and there are still many areas that we should dig deeper and learn from the excellent foreign experience of after-school services to develop the domestic compulsory education after-school services creatively.The second part is the framework construction of quality standards for compulsory education after-school services.For the framework construction of quality standard,this paper screens three dimensions from four links of PDCA,the planning link is the target value,top design,supply and demand environment of after-school service quality;the implementation link is the service content,personnel participation,place facilities of after-school service quality;the inspection link is the satisfaction,result evaluation,service supervision of after-school service quality;the correction link is the sound system,service management,and guarantee work.Secondly,the rationality of the standard framework is analyzed from both theoretical and practical perspectives.The third part is the survey program design of the quality of after-school services in compulsory education.In this part,two methods,questionnaire survey and interview study,are used to collect data through questionnaire design and distribution,interview design and implementation,and basic reliability data analysis of the questionnaire to prove the validity of this study.The fourth part is the analysis of the survey on the quality of after-school services in compulsory education.A descriptive statistical analysis of the quality of after-school services was conducted based on the data collected from the questionnaire,reflecting the quality of after-school services in terms of the overall score and the scores of each dimension of the four segments,respectively.The variance analysis of the influence of the demographic characteristics of the survey respondents on the quality of after-school services was also analyzed.The fifth part is the analysis of the problems and causes of the quality of after-school services in compulsory education.This part elaborates on the problems existing in the four links of PDCA cycle: unreasonable curriculum structure and unclear division of labor among subjects in the planning link,single content and form of after-school services and single type of personnel participation in the implementation link,imperfect regulatory mechanism and inadequate supervision in the inspection link,and inadequate financial guarantee and insufficient personnel support in the correction link.Accordingly,it is concluded that the causes of the problems are: the lack of completeness of the overall organization scheme of after-school services,the uncoordinated supply and demand of effective resources,the ambiguity of the responsibilities of the participating subjects,and the lag of the supporting guarantee system.The sixth part is the countermeasures to improve the quality of compulsory education after-school services.This part is still based on four links,and proposes corresponding countermeasures for the problems and causes of after-school services in five cities of Jilin Province as mentioned before: the planning link needs to coordinate overall planning and clarify main responsibilities;the implementation link needs to enrich the curriculum system and integrate external resources;the inspection link needs to improve the supervision system and increase supervision;the correction link needs to improve the financial system and optimize the teacher team.
