In July 2021,the General Office of the CPC Central Committee,together with the General Office of the State Council,issued the Opinions on Further Reducing the Burden of homework and After-school Training for Students in Compulsory Education,which marked a new development goal and opportunity in the field of basic education in China.As a key supplement to school education,after-school service is a systematic project that aims to respond to the concerns of thousands of families about after-school service and cater for the all-round development of students’ livelihood.Therefore,after-school service is studied as the research theme.According to the literature review,the practical research related to after-school services mostly focuses on the current situation research,while the theoretical level includes the connotation and value of after-school service.Further thinking,under the background of "double minus" school service function study only a few journals,and the function implementation as a dynamic formation process of special discussion is very necessary,so the nature of "function" understanding rational analysis,finally established the "establish orientation-generating action-results" path analysis architecture,should sample and realistic representation as a function of two states,research includes the following three research results.Firstly,under the background of "double reduction",the function includes three aspects:the functional orientation for students and parents;the functional action of "trinity" under the guidance of functional orientation;and the after-school service should produce multiple functional results as a comprehensive functional body.Secondly,under the background of "double reduction",the realistic representation of after-school service function has five aspects: due to the strong theory of "function realization",the research is based on semi-open interview survey.The first is that the school basically follows the people’s livelihood function orientation required by the "double reduction" policy to take functional actions,They are to build an after-school service access system for all students and respond to the concerns of thousands of families about after-school services;The second is the functional action of the "trinity" pattern of the whole society,After-school service under the background of "double reduction" is no longer a simple form of "the handover of family education rights" or "a simple school appointment",It is the concerted action of multiple parties,For example,families provide a certain amount of affordable after-school services,Non-disciplinary training institutions actively participate in after-school services,Form a benign interaction and docking with the school.Thirdly,the functions of nursing and homework tutoring in line with family expectations are basically realized.Fourth,the number of club activities has increased rapidly than before,but the quality of club activities needs to be further improved.Fifth,due to the imbalance of service resources in the region and the deviation of some parents,they avoid after-school services,and the policy-based social function of promoting the balanced development of education still has a long way to go.Thirdly,there are three factors that affect the realization of after-school service function under the background of "double reduction".First,the participation of actors affects the realization of the function from the perspective of collaborative governance;second,the development of after-school service characteristic resources affects the realization of the function;third,the rigid form of after-school service organization affects the realization of the function.Therefore,there are two ways to optimize the school after-school service function.One is to stimulate students’ initiative to participate in the development of school after-school service resources,and the other is to pay attention to the influence of the school after-school service organization form on the functional integration.
