| In the field of public management in China,the management of public universities is an important branch.It is a basic prerequisite for ensuring the smooth operation of school services and plays a crucial role in the development process of building world-class universities and disciplines in the country.The quality of administrative management in public universities not only directly affects the level of service and stable development of public universities,but also indirectly affects China’s economic development and social construction.Currently,there are 45 ordinary colleges and universities in Shenyang City,of which 24 are public undergraduate colleges and universities.With the continuous expansion of the scale of public universities,the administrative management work of universities is also facing more challenges.As an important component of university staff,grassroots administrative personnel are responsible for carrying out most of the administrative management work.Therefore,the efficiency of university administrative work is greatly influenced by the initiative of grassroots administrative personnel.It is imperative to improve the initiative of grassroots administrative personnel and build a professional administrative team with outstanding comprehensive abilities and innovative spirit.This article aims to explore the current situation and influencing factors of the work initiative of grassroots administrative personnel in public undergraduate colleges and universities in Shenyang City,and puts forward countermeasures and suggestions to provide reference methods for improving the work initiative of grassroots administrative personnel in public undergraduate colleges and universities in Shenyang City.Based on the research results of previous studies on work initiative,this study takes the grassroots administrative personnel of public undergraduate colleges and universities in Shenyang City as the research objects.Through pre-interviews with the research objects,the five factors of occupational psychological resilience,job design,personal development,salary and benefits,and learning-oriented organizational culture were identified as independent variables.Referring to mature scales at home and abroad and combining with the characteristics of grassroots administrative personnel in universities,a questionnaire suitable for this study was developed.The questionnaire data results were analyzed using SPSS software,and it was found that job design,occupational psychological resilience,personal development,and salary and benefits were significantly related to the work initiative of grassroots administrative personnel in public undergraduate colleges and universities in Shenyang City.The main influencing factors were further analyzed and screened,and the research model of this article was constructed.Based on the hierarchy of needs theory,two-factor theory,and achievement need theory,the reasons for the low work initiative of grassroots administrative personnel were analyzed from the individual,organizational,and social levels,and suggestions and solutions were proposed,such as implementing EAP assistance programs,opening up career promotion channels,cultivating professional administrative teams,and improving the social status of grassroots administrative personnel.This will further mobilize the work initiative of grassroots administrative personnel in public undergraduate colleges and universities in Shenyang City,improve the quality of human resource management in universities,and promote the optimization and development of administrative management in China’s public universities. |
