Research On The Cultivation Project Of Urban Community Social Organizations Under The Background Of "Five Cooperatives Linkage"

Community social organizations are the organic force to promote the modernization of social governance.Under the guidance of the Party building,the "Five Cooperatives Linkage" community governance model takes the community as the platform,social workers as the professional support force,community social organizations as the carrier,community volunteers as the assistance,and community public welfare and charity resources as the supplement.It is an innovative mechanism and measure to promote the growth and development of community social organizations and realize the modernization of urban community governance.Taking the "Photosynthetic Co-cultivation" urban community social organization cultivation project of E District Social Council Center of Zhengzhou City as an example,from the perspective of collaborative governance theory,field research method and case study method are used to observe and study the source,project design content,service objectives,implementation mode,service plan,project management and implementation process of the "photosynthetic co-cultivation" project of E District Social Council Center.This paper focuses on how to cultivate and strengthen urban community social organizations by playing the synergistic role of "five-social linkage".It is found that the "Photosynthetic co-cultivation" urban community social organization cultivation project of Zhengzhou E District Social Union Center has innovatively played the role of "five-social linkage" in the cultivation of urban community social organizations.However,at the same time,the program design of the project lacked the introduction of the concept of "collaboration" and the precision of responding to the needs of service objects,the project implementation plan was too idealized and lacked operability,and during the project implementation,the main body of the "five-community linkage" was not clear enough,the project execution was highly administrative,and the community residents lacked a sense of participation in the cultivation of community social organizations.In view of the above problems,under the theory of collaborative governance,it is proposed to attach importance to the support of scientific theory in project plan design,based on the value concept of "helping people and helping themselves" and the core idea of "collaborative governance",accurately establish project objectives,construct project operation mode,scientifically design project implementation plan,cultivate multi-types of social organizations,and provide personalized service projects for residents.During the implementation of the project,under the theory of collaborative governance,the "photosynthesis" role led by Party building should be fully demonstrated,and the functional advantages of the "five social organizations" as the main body of the "five social organizations" should be strengthened.In particular,the professional advantages and core role of social workers should be given full play to resource linkage,empowerment and empowerment,and policy advocacy in the "five social organizations",and the administrative role of the government should be weakened.Deepen the linkage of multiple subjects,promote the coordination of "five social organizations" and "linkage",improve the cultivation and management mechanism of community social organizations,improve the professional service ability of social workers,and refine the optimization proposals for the "photosynthesis and co-cultivation" community social organization cultivation projects.
