From "Embedment" To "Chimerism":Building A Dialogue Platform For "Linkage Among Five Social Organizations"

The development of social work from the process of localization to the process of new localization is the realistic need to realize the modernization of China;The development of social work from "embedding" to "chimeric" is an important way to realize Chinese modernization.The various tasks of social governance put forward in the report of the Party’s 20 th National Congress are all related to the social work,which requires the full participation and the full play of professional advantages of social work.On March 16,2023,The CPC Central Committee and The State Council notified the establishment of the Central Social Work Department,and the professional advantages of social work in the community governance system were recognized and affirmed by the central government.It is no accident that Chinese social work has developed so far,this is inseparable from the practice and exploration of community governance made by Chinese social workers in the process of localization,which has the collective memory of Chinese social workers.The participation of multiple subjects in the process of community governance requires that the development of Chinese social work is no longer embedded in the community as a professional social service force at the beginning,but in the process of community governance together with other social forces towards chimeric realization.Nearby and locally,the model of Chinese-style community governance in which social work takes part and gives play to its professional advantages is the "linkage of the Five Social organizations".From the pioneering demonstration of the "Double Hundred Plan" to the policy practice across the country,Ordos,as one of the central cities of "Hohhot,Baotou,Erdos" City Group,attaches great importance to the development of social work and is not willing to lag behind the practice of "linkage of the five social organizations".It took the lead in implementing the pilot project of "linkage of the Five Social organizations" in the Inner Mongolia Autonomous Region,and achieved considerable results in community governance.This study is based on participant observation and interview findings,Y community took the opportunity of "linkage of three social organizations" in 2016 to initially form a community governance situation of linkage of community,social organizations and social work.After five years of professional practice,Y community realized the deep interlocking of "three social organizations".In 2021,Y community tried out "linkage of five social organizations" under the deep "interlocking" pattern.The working method of "Five social,Five cultivates and five promoters" was introduced,which made volunteers,public welfare and charity resource subjects,communities,social work and community social organizations shift to the "chimera" of inter-subject relations,resulting in actual community governance benefits,but also encountered the dilemma of inter-subject relations of "five socials".In order to solve the dilemma of the relationship between the "five communes".This study based on the theory of mutual subject and communicative behavior,combined with the professional advantages of social work relationship construction,and based on the actual governance of Y community,this study puts forward strategies to deal with the relationship dilemma: dialogue,with dialogue to stabilize the realization of the chimerism relationship,with social work to promote the construction of the dialogue platform of "linkage of three social organizations".This strategy gives play to the professional advantages of social work,promotes the integration of relationships among multiple subjects,enhances the communication and cooperation between "five communities" or even multiple communities,and promotes the socialization,diversification and professional practice of community governance,hoping to provide feasible and accessible ideas for the development of Chinese-style social work rooted in communities.
