Research On Social Organizations’ Intervention In Community Governance Innovation Under The Guidance Of Party Construction ——Based On The Investigation Of ’+Property’ In Old Residential Areas

With the transformation from management to governance in China,community governance,as the cornerstone of social governance,has received national attention and support.In recent years,China has formed a wealth of community governance practice and experience summary.Among them,party building leading community governance is a new achievement of community governance.Community party committees coordinate the development of community governance and play a leading and supervisory role.However,with the in-depth development of community governance,the situation of community governance is becoming more and more complex.It is far from enough to rely solely on grass-roots party organizations to innovate community governance.Therefore,the introduction of social organizations carrying professional social work knowledge to promote the process of innovation practice provides important clues to solve the current governance problems of ’ few people and no people ’ in old communities in China.Based on this,the study of how social organizations innovate community governance under the guidance of party building is of great significance to promote the further development and improvement of community governance.This paper takes the practice of ’ + property ’ in K College of Chengdu as an example,based on the theory of community governance innovation and the empowerment theory led by party building,and uses literature method,interview method and observation method to study the practice of X social organization intervening in the governance innovation of old residential areas.Around the community governance idea,the governance main body and its practice,the governance way and the effect these three aspects change,inspects X social organization ’ s function way in practice.Through the author ’ s actual participation and data analysis,the study found that : after receiving the authorization of the two committees,X social organization takes the introduction of property services in the old community as an opportunity to carry out community quality improvement training in K community,promote the cultivation of community autonomous organizations,implement community resources survey and other measures,and play the role of publicity,mobilization and empowerment of social work itself,so as to realize the innovation of community governance concept,the adjustment of community governance subject orientation and the innovation of practice and community governance mode and effectiveness.Therefore,this study summarizes the experience of multiple practices of governance subjects such as community committees,social organizations and property companies,and believes that social organizations under the guidance of party building can promote the innovative development of community governance.And specifically studied the ways and means of intervention,pointing out the shortcomings of the practice of ’ + property ’ in K community.K community can promote the further development of community governance innovation by establishing community property alliance and establishing community version of property service guidelines.
