Research On Community Governance Under The Guidance Of Social Work Embedded In Party Construction

Community governance is the foundation of a national governance system.The improvement of community governance level reflects the improvement of national governance capacity system and the modernization of governance capacity.Urban community governance is not only an important part of China’s community governance in the new era,but also an indispensable element in the process of national modernization.The community governance model under the guidance of Party building has been practiced and popularized in many regions of China,and constantly explored a multi-core governance pattern.Shanghai,Shenyang,Wuhan,Beijing and other cities have successively explored the mechanism and mode of urban community governance in China.From the linkage of the three social organizations to the linkage of the five social organizations,more subjects participate in community governance,and the dominant position and role of social work in the community continue to highlight,providing greater development space for the social work specialty in community governance.Drawing on the "Pinggu experience",Beijing has promoted the governance model of "Street and township whistle and department check-in" in 169 streets of the city to solve the problem of "the last kilometer" of urban community governance.District F of Beijing has actively implemented relevant concepts and issued guidance documents on government purchase of services.Including clearly defining the contents and links of community governance;secondly,support social organizations to provide public services and establish a social organization support and cultivation system;at the same time,actively improve the talent cultivation mechanism of social work and community governance.As an important pilot of community governance,community B has established a joint party committee composed of 12 units within its jurisdiction,and established the working mode of "one core and five circles".Social work is embedded into B community governance through relationship,service and cognition,and introduced into the "one core and five circles" model to carry out work.Continuously improve the effectiveness of community governance with the participation of multiple subjects under the guidance of Party building,so that community B provides a useful governance experience for this region and other regions.Firstly,through the literature review method,this paper reviews and analyzes the experience of community governance at home and abroad,and combs the literature of community governance and social work embedded in community governance under the guidance of Party construction.Secondly,through a questionnaire survey and semi-structured interview,this paper explores the current situation,advantages and existing problems of B community governance.Thirdly,sort out the practical process of social work embedding,analyze the shortcomings of the "one core and five circles" model,and analyze the embedding subject,object,process and effectiveness of social work according to the embedding theory,so as to summarize the experience for professional social work embedding in community governance led by Party Construction.Finally,try to put forward the reflection and suggestions of social work embedded in community governance under the guidance of Party construction,guide the integration of Party construction guidance and social work,and explore new ideas to solve community governance problems with the professional value,professional methods and practical experience of social work,so as to continuously improve the ability of social work embedded in community governance.
