Evaluation Of The Effectiveness Of S City’s Drug Control Socialization Service Project From The Perspective Of The "3E" Evaluation Theory

In recent years,in order to improve the quality and efficiency of public services,the government has proposed a new social management concept aimed at stimulating the vitality of social organizations,allowing providers of public services to transcend the scope of society and provide some public services to the public through the power of social organizations and the market.In September 2019,in order to further improve the drug management system and enhance the socialization of drug control work,the S city government used the activity of creating a drug control demonstration city as a platform,combining the placement of retired soldiers with the recruitment of drug control social workers.The government purchased professional services to meet the actual needs of the city’s drug control social work.On this basis,social work on drug control has been carried out for three years,and various social work organizations have gone from initial "exploration" to "maturity",and finally to "spreading their wings".In this process,new requirements are constantly put forward to various social work organizations.This paper takes the socialized drug control service project in S City as the research object,takes the 3E evaluation theory as the theoretical basis,adopts the qualitative research method,collects data through literature research,interviews and participatory observation,and evaluates the process and results of the project.Firstly,the basic situation of the project was introduced from three aspects: project background,project source,and project development process.Then,the focus was on evaluating the implementation process of the project.Secondly,the design of the evaluation plan mainly includes the evaluation objectives,principles,processes,methods,and indicator system.Afterwards,the 3E evaluation theory was used to analyze the effectiveness of the drug control socialization service project in S city,including financial investment,personnel allocation,and hardware facility investment.In terms of efficiency,a process efficiency evaluation is conducted on the project implementation process,and data collection is used to demonstrate the progress of the drug control socialization service project on the basis of investment.Finally,explain the impact of the project on the government and institutions,as well as the satisfaction of society with the project,in terms of effectiveness.Through evaluation,this project has achieved good results in terms of efficiency and has effectively met the needs of beneficiaries.However,the project also faces issues such as insufficient internal management within the organization,insufficient professional skills of social workers,insufficient communication between institutions,insufficient resource connections,incomplete implementation of employee incentive mechanisms,and deviations from the role of drug control social workers by the public or service recipients.So the author suggests that these issues can be addressed through measures such as improving internal systems,strengthening training supervision,optimizing communication methods,and promoting social awareness of the role of social workers.It can effectively improve the professional quality of drug control socialized service projects,improve the efficiency of services within a certain period of time,improve the professional quality of drug control social workers,and promote the social governance capacity system.
