Research On Performance Evaluation Of Social Work Service Items Purchased By Government

The 14 th Five-year Plan calls for the development of social work,supporting the development of social organizations,humanitarian assistance,voluntary services,public welfare and charity.With the development of social work’s professionalization and specialization,the government purchasing the social work services industry has become to promote social work development,important means to promote the localization of social work,therefore,adopt the scientific and reasonable index system of performance evaluation of government purchasing the social work services present situation become one of the steps necessary to guide the development of the industry.Taking the public welfare venture capital project in W City as an example,this paper analyzes the project operation process,summarizes the experience and practice of the performance evaluation of the existing government’s purchase of social work service projects,and constructs the performance evaluation indicator system of the government’s purchase of social work service projects based on the interview records of stakeholders.Under the guidance of performance management theory,governance theory and empowerment theory,and based on the social service performance evaluation model,this paper constructs four first-level indicators,eleven second-level indicators and 36 third-level indicators,including "input,process,output and effectiveness".The weight distribution of the index is carried out by analytic hierarchy process to ensure the scientificity and rationality of the index.On the basis of the existing index system,the application research of the public welfare venture investment projects of social organizations is carried out.On the basis of the analysis of the performance evaluation results,the key points of the construction of the performance evaluation index system of government purchase are as follows: First,the combination of theory and practice ensures the practical effect of the index system;Second,emphasize the uniqueness and professionalism of social work service projects;Thirdly,the combination of quantitative and qualitative indicators enhances the practicability of the index system;Fourth,highlight the service effectiveness indicators,evaluate the service quality at multiple levels,modify and improve the indicators based on expert opinions,and get a complete performance evaluation indicator system of social work service projects purchased by the government.
