Research On Optimization Of Social Work Service Evaluation Under The Empowerment Perspective

The purpose of this study is to explore the development bottleneck of the existing social work service project evaluation model,to find the optimization path of social work service project evaluation from the perspective of empowerment theory,and to provide ideas for the improvement of social work service project evaluation system.This study focuses on the social workers' sense of powerlessness or weak power status under the existing evaluation model.Taking the practical exploration of the project evaluation system of Beijing community youth club as the case,this paper adopts the case study method of qualitative research to observe the project evaluation of community youth club in a participatory way and conducts semi-structured interviews with the first-line social workers,social work supervision and assessment participants of community youth club.According to the collected research data,the operation environment,index dimension,evaluation role,evaluation method and reward and punishment system of the community youth club project evaluation system are sorted out,and the three major characteristics of the existing social work service project evaluation under the situation of government purchase of services-non-intervention of cultural class,administrative audit of supervision orientation and weak power of project executor are summarized.According to these three characteristics,this model of community youth club project evaluation is summarized as "supervision-oriented audit evaluation".After that,the real situation of the weak power of the project executor in the audit-based evaluation is grasped,and the weak power factors of the project executor,such as the system structure,lack of resources,lack of flexible mechanism,transparency of evaluation results and formalization of discourse rights,are analyzed.The influences of the weak power state of the project executor and the weak power factors on the project are summarized,including the impact of the demand-based ethical code,the main importance of evaluation materials,the reduction of the autonomy of the project executor,the tendency of the project development to process and model,and the prominent lag of evaluation effects,etc.,which constitute the motivation for optimizing the evaluation of the increasing power orientation.Based on this,researchers advocated the optimization path of a new type of cooperative and participatory project evaluation system with empowerment orientation,which includes from "superior decision,execution according to orders" to "self-decision,self-improvement",from "cultural class,avoiding interference" to "cultural theme,promoting effectiveness in evaluation",from "regulatory orientation,review and verification" to "integration,interaction and collaborative evaluation",so as to realize empowerment of project implementers and provide an optimization direction and path for promoting the resolution of evaluation system problems.
