(1)If education is prosperous,the country will be prosperous,and if sports are strong,the country will be strong.School physical education carries the mission of cultivating talents needed in the new era,and is an important guarantee for practicing the "moral education" education concept and improving students’ comprehensive quality.At present,strengthening school physical education work and improving the quality of physical education teaching have become the necessary path for the development of school physical education in the new era.The key to improving the quality of physical education teaching depends on the level of professional competence of physical education teachers.Therefore,the construction of a professional literacy evaluation index system for physical education teachers aims to provide objective and fair evaluation for physical education teachers,enabling them to face up to the shortcomings of their own professional quality and ability development,and providing guidance for their professional literacy development.In the process of research,taking the higher vocational colleges in Anshan as an example,the research methods such as literature review,expert interview,Delphi method method,questionnaire survey,analytic hierarchy process and mathematical statistics were used to conduct in-depth research on the construction of the professional quality evaluation index system of physical education teachers in higher vocational colleges.The following main conclusions have been drawn:(2)The composition of the "Evaluation Index System for Professional Literacy of Physical Education Teachers in Higher Vocational Colleges" includes 4 primary indicators,12 secondary indicators,and 44 tertiary indicators,basically covering the evaluation content of professional literacy of physical education teachers in higher vocational colleges.(2)Among the four first-level indicators,"ideological and moral education" has the highest weight,indicating that in the evaluation of the professional quality of PE teachers in higher vocational colleges,the quality of teachers’ moral education occupies the leading position,reflecting the concept of "moral education first,moral education first".(3)The professional quality development of physical education teachers in higher vocational colleges in Anshan City mainly has practical problems such as "lack of understanding of physical education and health education curriculum","low level of pedagogy theory","low ability to cope with sudden sports injury","comprehensive quality of scientific research needs to be improved",and "reform and innovation ability and lifelong learning awareness need to be improved".(4)Based on the evaluation index system and the shortcomings in the development of professional qualities of higher vocational physical education teachers in Anshan City,it is proposed to strengthen the understanding of the connotation of the idea of "health first";Adopting diversified educational theory training methods;Improve safety awareness;Establish a research team;Encourage reform and innovation and lifelong learning.
