As the main driving force and pioneering force of the whole social development,college students have been concerned about the government and all walks of life.Especially at present,the sustainable development of higher education is closely related to the employment of college students.Then there are practical problems.With the continuous expansion of China's general higher education and the development of vocational higher education,severe employment forms and prominent employment problems have become the hot issues of social concern every year.In recent years,with the continuous improvement of China's socialist market economic system,the market plays an increasingly prominent role in the allocation of resources,especially in the allocation of labor resources.The employment system is related to college students and workers.Policies to encourage and support college students' employment have become more targeted,flexible and diversified.Every year,from state and local governments to universities,they should formulate and effectively implement employment policies,strengthen guidance on employment and Entrepreneurship of college students,guide college students to "join the army" and support education and support,so as to effectively promote employment.college student.However,in the process of promoting the implementation of the employment policy for college students,there are many problems in the rationality of the system,the effective linkage of policy implementation agencies and the accuracy of policy target groups.In particular,there are further studies on the implementation and management of employment policies in local universities.Based on this,this article uses the Smith policy implementation process model of public policy management to study the employment policy implementation process of Yunnan University of Finance and Economics.Based on the systematic analysis of Smith's policy implementation process model,the article first sorts out and summarizes the current status of the implementation process of the current national and Yunnan province level undergraduate employment policy,and forms the basis foranalyzing and researching the implementation process of the undergraduate employment policy of Yunnan University of Finance and Economics;secondly,it is closely related to the employment of undergraduates.The policy itself,implementing agency,target group and environmental factors are four perspectives,through the analysis of the employment policy and system of Yunnan University of Finance and Economics,and the interviews with the departments,personnel,and university students involved in the implementation of the policy,to discuss the employment policy of Yunnan University of Finance and Economics.Analyze the implementation status;thirdly,the problems in the implementation of the employment policy for college students of Yunnan University of Finance and Economics,including the deviation in the implementation of the policy itself,the deviation between the school training plan and the actual employment situation,the work method of the policy implementation subject to be improved,and the policy goal Insufficient employment intentions of the group and its cause analysis;finally,based on the previous status,problems and cause analysis,focusing on the four aspects of the policy itself,implementing agencies,target groups and environmental factors,how to improve the employment of Yunnan University of Finance and Economics Policy implementation proposes corresponding countermeasures.
