Research On The Problems And Countermeasures In The Implementation Of College Students’ Employment Policy In Private Higher Vocational Colleges In Guangdong Province

The report at the 19 th National Congress of the Communist Party of China pointed out that employment is the greatest livelihood of the people.We should adhere to the employment priority strategy and active employment policy to achieve higher quality and full employment.We should not only pay attention to the "quantity" of employment,but also pay attention to the "quality" of employment.The expansion of higher vocational education not only promotes the society to cultivate more talents,but also increases the employment pressure.College graduates are a huge employment group.Whether college graduates get employed smoothly is not only an important factor to test whether higher education is valuable,but also a standard to test whether the national and government employment policies are effectively implemented.From the perspective of policy implementation,Study the problems and Countermeasures of Guangdong employment policy in private higher vocational colleges.According to Smith’s policy implementation theory and human capital theory,using literature research method,questionnaire survey method,interview method and other research methods,this paper first summarizes the implementation of Guangdong Province’s College Students’ employment policy in private higher vocational colleges,and then from the four aspects of Guangdong Province’s College Students’ employment policy itself,the executive agency of College Students’ employment policy,the target group of College Students’ employment policy and the implementation environment of College Students’ employment policy,This paper analyzes the difficulties in the implementation of employment policy for college students in Private Higher Vocational Colleges in Guangdong Province.By comparing the implementation of the employment policy of college students at home and abroad,this paper puts forward the countermeasures to improve the implementation of the employment policy of Private Higher Vocational Colleges in Guangdong Province from four aspects: first,the main body of the employment policy should formulate a scientific and reasonable employment policy;Second,improve the educational level and position supply of the main body of employment policy implementation;Third,improve the comprehensive quality of the employment policy implementation object;Fourth,create a good environment for policy implementation.Under the framework of public management theory,this paper studies the implementation of Guangdong College Students’ employment policy in private higher vocational colleges.The research conclusion can provide reference for the improvement of the implementation of Guangdong College Students’ employment policy in private higher vocational colleges.
