Research On The Problems And Countermeasures Of Independent Enrollment Policy Implementation In Higher Vocational Schools

In the past few years,with the increasing demand of the State for professional talents and the attention increasingly given to professional education,a growing number of higher vocational schools and colleges carry out enrollment expansion based on the local provincial enrollment policy in response to the call of the State,which also makes the issue of enrollment difficulty of higher vocational schools and colleges more conspicuous.To expand the enrollment channels for higher vocational schools and colleges,the State has introduced the policy of independent enrollment with the purpose of guiding and distributing reasonably the graduates from high schools and secondary vocational schools to quality higher vocational schools and colleges so as to improve the enrollment quality of higher vocational education.However,after the above policy has been implemented for more than ten years,a great number of higher vocational schools and colleges still cannot fulfill the enrollment quota,which naturally makes us think of the reasons leading to such a situation and how to solve the problem of enrollment difficulty.Fujian Province has officially carried out the independent enrollment pilot project policy as of 2009 and the implementation of this policy has achieved certain practical results,but there are also some problems.In this thesis,based on the cases of three higher vocational schools and colleges in Fujian Province,we will learn the understanding and evaluation of higher vocational schools and colleges,students,parents and other interested parties on independent enrollment policy by collecting relevant information,conducting questionnaire surveys and interviews.Based on the analysis of the summarized information,it is found that there are some problems during the implementation of the independent enrollment policy for higher vocational schools and colleges,e.g.unsatisfactory effect of enrollment campaigns,poor coordination of interests and communication during the process of enrollment,and unsatisfactory quality of enrolled students,etc.And such problems are mainly caused by the following things:inadequate independent enrollment policy,imperfect organizational guarantee for the implementation of independent enrollment policy,limited resources for the implementation of independent enrollment policy for higher vocational schools and colleges,and imperfect coordination mechanism for the implementation of independent enrollment policy for higher vocational schools and colleges,etc.And the suggestions for the above problems are as follows: first of all,to improve the rationality and feasibility of the independent enrollment policy for higher vocational schools and colleges by perfecting the entrance examination system and optimizing the admission and evaluation mechanism;secondly,to perfect the organizational guarantee for the implementation of independent enrollment policy for higher vocational schools and colleges by increasing the funding for independent enrollment,sorting out relations,clarifying responsibilities and improving the entrance examination efficiency;next,to diversify the resources for the implementation of independent enrollment policy for higher vocational schools and colleges by selecting qualified admissions staff and providing proper training for them and inviting enterprises and excellent graduates to the enrollment campaigns;last but not least,to perfect the coordination mechanism for the process of independent enrollment policy for higher vocational schools and colleges by keeping the external coordination mechanism smooth and eliminating the internal coordination defects.It is hoped that the research under this thesis could provide practical suggestions for the improvement of the independent enrollment policy and for the furtherance of independent enrollment.
