| On October 28,2020,the Education Department of Yunnan Province held a hearing on the sports music and art examination plan for junior high school students,and announced that the full score of 100 in the junior high school physical education examination would be counted in the high school entrance examination.The policy will be implemented from the seventh grade students entering the school in autumn 2020.On December 3,2020,Yunnan Province officially issued the Physical Education Examination Plan for Junior Middle School Students,making Yunnan the first province to launch the reform of physical education examination.The ultimate purpose of this policy is to effectively improve the physical quality of young people and contribute to the great achievement of "healthy China".Its implementation and effect have important reference significance and demonstration role for other provinces and cities,and even the national youth sports policies and high school entrance examination sports policies.Based on this,this paper uses the Smith policy implementation process model in public policy management,selects four junior high schools in Qujing City as the investigation objects,and studies the implementation process of the reform policy of Yunnan physical education high school examination.On the basis of the systematic analysis of the Smith policy implementation process model,this paper firstly summarizes and summarizes the process of the national introduction and improvement of the sports entrance examination policy,and compares the differences between Yunnan sports entrance examination reform policy and the original policy in detail,so as to form the basis for the analysis and study of the Yunnan sports entrance examination reform policy implementation process.Secondly,from the four perspectives of the policy itself,the implementing agencies,the target groups of the policy and the environmental factors of the policy implementation,this paper summarizes the results and existing problems after the implementation of the Yunnan High School physical Education Examination policy by sending questionnaires to students and interviewing the staff of the education Bureau,physical education teachers,school leaders and students’ parents.From the four aspects of the policy itself,the executive agency,the target group and environmental factors,the causes of the problems are analyzed,and the corresponding countermeasures are put forward on how to improve the implementation of the reform policy of Yunnan sports high school entrance examination. |
